Book excerpt: This publication, Field Manual FM 1-05 Religious Support January 2019, is a key integrating publication that links the doctrine for the Chaplain Corps with Army and joint doctrine. FM 1-05 provides operational guidance for commands and religious support personnel at all echelons and forms the foundation for all United States Army Chaplain Center and School curricula. This manual contains four chapters. Chapter 1 describes religious support foundations, including the historical precedents for the Army Chaplain Corps as well as its roles, missions, and functions. Chapter 2 delineates the current operational environment, including the requirement to provide religious support across the range of military operations. Chapter 3 details the execution of religious support at the different echelons of command within our Army. Chapter 4 depicts planning for religious support across the conflict continuum using the operations process. The principles of Army religious support doctrine presented in this manual enable chaplains and religious affairs specialists to apply creative, flexible, and innovative approaches to specific missions and operational environments. Chaplains and religious affairs specialists serving in a joint force land component command or a joint task force should refer to JP 3-0, Joint Operations, JG 1-05, Religious Affairs in Joint Operations, and other joint planning publications for further guidance. FM 1-05 is nested with JP 3-0 and JG 1-05. The Army is the principal land force, organized, trained, and equipped to conduct prompt and sustained operations on land. The Army is responsible for deploying forces at any time, in any environment, against any adversary and must be able to operate for extended periods across the range of military operations. In order to support the free exercise of religion within the Army, chaplain sections and unit ministry teams must be able to function within operational environments possessing a full range of threats. Chaplain sections and unit ministry teams sustain Soldiers across the range of military operations; from military engagement, security cooperation, and deterrence, to crisis response and limited contingency operations, to large-scale combat operations. Everything the Army does for our nation is done by Soldiers who are supported by their Family members. The principles of Army religious support doctrine presented in this field manual enable chaplain sections and unit ministry teams to apply creative, flexible, and innovative approaches to specific missions and operational environments as it supports the Soldier and Family. Chaplains have served in the U.S. Army since the first days of the American Revolution and many have died in combat. These chaplains represented more than 120 separate denominations and faith groups from across America. Seven chaplains have been awarded the Medal of Honor for heroism above and beyond the call of duty. Many chaplains and religious affairs specialists have received other medals for valor. The personal needs of Soldiers, the mission at hand, their own faith, and emerging religious support doctrine, guided these chaplains and religious affairs specialists as they met the goal to uphold the free exercise of religion guaranteed by the First Amendment of the Constitution of the United States.

Book excerpt: Army doctrine is a body of thought on how Army forces operate as an integral part of a joint force. Doctrine is a guide to action, not a fixed set of rules. Doctrine provides an Army unit or branch with a common philosophy, language, and purpose. FM 1-05 provides a cohesive understanding of the fundamentals of religious support (RS). It is the Army's doctrinal source for religious support planning, training, and operations. FM 1-05 is the Army's keystone manual for detailing fundamental principles of comprehensive religious support. This field manual provides the foundation for evaluating and refining tactics, techniques, and procedures for religious support operations (RSO). It provides a doctrinal approach to support decision making that helps commanders, their staffs, chaplain sections and unit ministry teams (UMTs) examine a situation, reach logical conclusions, and make informed decisions about how best to provide religious support in a given situation. This manual contains four chapters. Chapter 1 describes religious support foundations, including the historical precedents for the Army Chaplain Corps as well as its roles, missions, and functions. Chapter 2 delineates the current security environment, including the requirement to provide religious support across the range of military operations. Chapter 3 details the execution of religious support at the different levels of command within our modular Army. Chapter 4 depicts planning for religious support for unified land operations using the operations process. This publication applies to the Active Army, the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR) unless otherwise stated. The principles of Army religious support doctrine presented in this manual enable chaplains and chaplain assistants to apply creative, flexible, and innovative approaches to specific missions and operational environments. Chaplains and chaplain assistants serving in a joint force land component command (JFLCC) or a joint task force (JTF) should refer to Joint Publication (JP) 1-05, Religious Affairs in Joint Operations, 13 Nov 09, and other joint planning publications for further guidance. FM 1-05 is nested with JP 1-05. Terms that have joint or Army definitions are identified in both the glossary and the text. Unless stated otherwise, masculine nouns or pronouns do not refer exclusively to men but to all Soldiers. Headquarters, United States Army Training and Doctrine Command (TRADOC), is the proponent for this publication. The preparing agency is the Army Doctrine Proponency Division, U.S. Army Combined Arms Center.

To meet the diverse religious needs of deployed Soldiers, Unit Ministry Teams (UMT) and chaplain sections develop and execute an integrated concept of religious support that supports the unit plan. The successful execution of the concept of religious support is a result of effective mission analysis and integrated and detailed operational planning. In order to succeed, the UMT or chaplain section must understand the operational environment, operational capabilities of the unit, its mission and its role in the larger higher headquarters mission. This analysis enables chaplains and chaplain assistants to execute their religious support mission more effectively.

Book excerpt: Army Techniques Publication ATP 1-05.04 Religious Support and Internal Advisement 2017 ATP 1-05.04 expands upon FM 1-05, Religious Support, in describing internal advisement as a required capability of unit ministry teams (UMTs) and chaplain sections advising commanders at all echelons in operational environments, or Army elements in direct support of operations. The religious support "advise" capability is divided into external and internal. External advisement, discussed in ATP 1-05.03, Religious Support and External Advisement, involves advising commands on impact of religious and cultural beliefs and practices of populations external to the unit being advised. Internal advisement is the doctrinal term for all other appropriate religious support advisement to commands in regard to matters of religion, morals, ethics and morale. The primary focus of this ATP is advisement in regard to these four criteria in relation to sustainment of needs of a unit's Soldiers, Families, and authorized civilians. However, internal advisement also describes the religious support capability to advise on the moral and ethical nature of all operational decision making that impacts people, organizations, and mission objectives, with important implications extending well beyond mere internal sustainment concerns. Chaplains and chaplain assistants serving in joint force land component commands or joint task forces should refer to JP 1-05 and other joint planning publications for further guidance. ATP 1-05.04 contains four chapters: Chapter 1 describes internal advisement in general, discussing legal and doctrinal principles supporting and guiding appropriate exercise of this capability. Chapter 2 discusses the need for broad understanding of an organization's culture, processes, and people to provide a basis for assessing potential advisement issues. Chapter 3 explains how to plan and prepare for advisement by considering both potential solutions to identified issues, and potential means to employ for effective advice. Chapter 4 focuses on execution of the advisement itself: the chapter discusses adapting to wide varieties of advisement forms and overarching traits of effective advisor communication. This is followed by discussion of different types of military communication, with a view toward accompanying advisement with recommendations for proper action.

Book excerpt: Force XXI technology changes the war-fighting doctrine of the US Army. The new digital technology combined with changes in the design of the force structure created a new mechanized infantry or armor division. This division, called Division XXI, changes the religious support doctrine of the US Army's chaplain corps. The problem is determining how religious support will change in a Division XXI heavy brigade during combat operations. The study began with a doctrinal review of the evolution of religious support from the Vietnam War to the present. It also presented an overview of the digital technology and the force redesign of the brigade combat team. The study continued with the presentation of three data sets: religious support lessons learned from the combat training centers under the AirLand Battle doctrine, religious support lessons learned from the digital training rotation at the National Training Center, and religious support lessons learned from the Fourth Infantry Division (Mechanized) Limited User Test at Fort Hood, Texas. The data was compared using four categories of religious support tasks: planning religious support during combat, synchronization of religious support, battlefield wandering, and survival on the battlefield. The data indicated religious support planning and execution under Division XXI are enhanced by the digital systems. The study concluded with proposed religious support doctrine for ministry teams assigned to a Division XXI heavy brigade combat team.

This book was released on 2012-09-09 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The three researchers of "Military Chaplains as Peace Builders: Embracing Indigenous Religions in Stability Operations"-Chaplain (Col) William Sean Lee, Lt Col Christopher J. Burke, and Lt Col Zonna M. Crayne, all Air Force Fellows-make suggestions that bring the chaplain business into the twenty-first century. Religion and culture in general have been long neglected by planners, policy makers, and diplomats. Our experience in Phase IV, or the constructive phase, of Operation Iraqi Freedom has clearly exposed this inattention as a serious flaw in bringing peaceful development to Iraq. These authors suggest that military chaplains can be a part of a better solution. It is not a case of trying to proselyte; it is rather one of engaging local religious leaders to facilitate the stabilization process. Currently, US military chaplains not only provide religious and spiritual support to military personnel and their families, but also train to conduct religious area analyses and assessments, primarily for the purpose of advising the commander on indigenous religious culture and practices. The thesis of this paper is to suggest an expanded role as religious liaison, wherein the chaplains would have a direct interface with local religious groups and religious leaders. The chaplains would develop a dialogue, build relationships, promote goodwill, and even help create formal inter-religious councils. The authors recommend changes affecting doctrine, training, and assignments that are necessary to facilitate this expanded role of chaplains. Commanders often have a military lawyer and intelligence officer by their side when addressing operational decisions. Chaplains of the future should be equally important to the commander conducting stability operations. Our leadership must be comfortable in the understanding that an individual does not have to become religious in order to understand religion.

We live in a broken, fallen world which does not work exactly the way God originally intended. Instead of being a well-ordered and totally functional environment like the perfect, Holy God who created it, the world in which we live often manifests its brokenness by descending into near chaos. Unless action is taken to correct the decline, all aspects of our world descend towards chaos, and our ministry efforts are no exception. The military forces of the United States operate in a harsh environment that does not tolerate failure. Whether it is rescuing hostages from a terrorist camp, flying high-performance aircraft in all types of weather, operating nuclear power-plants, or even just feeding its troops in an austere field location, military operations must succeed because the price of failure is too high. Therefore, the military has developed excellent schemes for ensuring the success of events and operations. Without a doubt, the U.S. military knows how to operate in every clime and every country across the world. Anyone who wants to be successful in leading any kind of team, operation, or event can do no better than to learn how to operate the way the military does. The purpose of this book is not to turn churches into armies or ministry volunteers into soldiers but to provide a powerful tool, which used appropriately in context, can help any church or ministry conduct their operations effectively and efficiently. In short, do not be afraid because these techniques originated in a military context; your author’s personal experience of using them in ministry revealed them to be valuable and effectual.
