Redefinición de viejos estereotipos, una nueva modalidad laboral, especial y atípica, de encuentro y de diseño, que mezcla conceptos tradicionalmente opuestos. El viejo criterio de la imposición, vigente desde 1886, debe convivir con la nueva norma constitucional de 1991 sobre negociación colectiva. Es el tránsito de la imposición a la negociación. En el suplemento se incluyen: el primer pliego sindical nacional en aplicación del Convenio 151, presentado al Gobierno Nacional por las confederaciones y federaciones sindicales de empleados públicos; el primer acuerdo colectivo nacional, histórico, resultante de la negociación colectiva, suscrito en la Casa de Nariño el 16 de mayo de 2013; los acuerdos sindicales celebrados con Procuraduría, Fiscalía, Contraloría y Defensoría, entre otros, así como el nuevo Decreto 160 del 5 de febrero de 2014.
