It focuses primarily on the political-security and economic dimensions of ASEAN co-operation. In so doing, the authors have all treated the scope of their topics broadly. The idea of politics and security in ASEAN has been considered from many different aspects, under the rubric of "comprehensive" security or, to use a more recent term, "human" security. The consideration of economics is also rounded, and includes issues of development, as well as the political context for economic co-operation. Additionally, ASEANs processes and institutions, or what has been called the "ASEAN way", are also studied. After all, co-operation between nation-states encompasses not only what the members are trying to achieve together, but also the rules of how they are to work together. Thus, other areas for ASEAN co-operation, such as financial matters and environmental protection are also considered among the larger issues.

Indeed, the financial crisis of 1997 marked the end of an extraordinary decade of internationally oriented economic growth throughout Southeast Asia, and came as a shock for the Southeast Asian countries. Although Paul Krugman had warned that Asian growth, like that of the Soviet Union in its high-growth era, seemed to be driven by extraordinary growth in inputs like labour and capital rather than by gains in efficiency, his was a lone voice in academic discussion. The severity of the crisis inevitably raised the question of how it would affect ASEAN. Ross Garnaut commented that the largest long-term effect of the crisis would be its effect on policy formulation. Since its formation in 1967, ASEAN has occupied a central role in the international relations of Southeast Asia.5It was the first regional organization in Asia, and is a crucial factor in East Asian and Asia-Pacific regionalism. From the beginning, ASEAN’s mission was regional resilience against great power interests. Economic development in the region was perceived as means to ward off communist and ethnic rebellions. However, after three decades of promoting peaceful intra-regional relations, ASEANone of the most successful regional organizations in the developing world-has needed to seriously reinvent itself since 1997. As the Deputy Prime Minister of Singapore, Shanmugam Jayakumar, noted in April 2006: “we have to rethink and remake ASEAN”. According to Jayakumar, ASEAN has to deepen and accelerate the process of integration to stay competitive in the face of the challenges confronting the regional grouping, or face the risk of being marginalised. Furthermore, he claimed that ASEAN must adopt a different paradigm with both bold and practical ideas for the future. This essay will examine four reasons why ASEAN must redefine its future aims, strategies and paths. The first part deals with its failure to react to the financial crisis, while the second outlines its norms, especially non-interference. Parts three and four analyse external factors: the rise of China, the emergence of East Asian regionalism and other geopolitical factors.

Thaksin's diplomatic ambitions were reflected in his myriad of grandiose foreign policy initiatives, designed to locate Thailand at the forefront of regional politics and reinstall the Thai sphere of influence over weaker neighbouring states. He abolished the traditional bending-with-the-wind foreign policy, revamped the Thai Foreign Ministry, and empowered Thai envoys through the CEO Ambassadors programme. But in this process, Thaksin was accused of exploiting foreign policy to enrich his business empire. Thaksin's reinvention of Thailand as an up-and-coming regional power was therefore tainted by conflicts of interest and the absence of ethical principles in the country's foreign policy.

These are even more visible in the 21st century with the rise of China and the United States' long-term plan for pivoting to the region, as well as the emergence of Asian middle powers and ASEAN's greater role as a global actor. While Cold War-era East Asia was characterized by the lack of institution-building efforts, currently regionalism is burgeoning at both the multilateral or bilateral levels, ranging from security to economic cooperation. Despite the proliferation of regional cooperation, however, many observers still see cooperation in Asia as lacking in substance. Thus, the region is now in a critical juncture when it comes to regional architecture building. How will East Asia's regional architecture look like in the future? Will recent developments lead to a more Asia-oriented community? How should the Asia-Pacific respond to the strategic challenges in East Asia, such as the territorial disputes in both Northeast Asia and Southeast Asia as well as historical enmity among countries in the region? This article attempts to sketch out how multilateral cooperation within East Asia remains the fundamental building block for regional architecture building. Given that ASEAN's regional community building is ongoing and currently represents the most institutionalized multilateral cooperation in the region, this article further asserts that the centrality of ASEAN drives forward the international architecture in East Asia through insisting on a multilateral approach in the construction of a new regional order.
