The fish harvesting industry has become subject to state interference to an increasing extent over the past twenty years. As natural resources become scarce and subsequent fisheries regulations abound, the question of law-abidingness is brought to the public agenda. However, there is still little empirical data as regards the dynamics of compliance in this field, and this book aims to meet a demand for in-depth knowledge. The cases studied can be regarded as instances of economies dependent on the harvesting of natural resources for both household and the market, and the study aims to contribute to the building of more adequate theory on the dynamics of compliance in such economies. However, focusing on a specific type of setting seldom constitutes a safe escape route for getting away from more pervasive sociological questions, and it certainly does not in this case. As any attempt to explain social phenomena, this study is faced with the fundamental sociological question of how the acts of individuals can best be understood. The question concerns the interface between the individual and the collectivity – between collective morality and self-interest. It thus deals with classical sociological issues such as the nature and regulatory capacity of group norms and sanctions, and the forms and roles of rationality and strategic action.

Book excerpt: Expanded from a study begun in 1982 to predict the consequences on fishing in New England and Canada of an adverse decision by the World Court on a fishing dispute between Canada and the US, to consider the structure of the industry, opportunities for cross-border cooperation, and the impact of public policies in the two countries. Tracking the industry for over a decade into the decline of fish stocks in the 1990s has allowed early predictions to be tested and results to be altered. Canadian card order number: C95-930998-5. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The U. S. Fishing Industry, Vol. 2: Present Condition and Future of Marine Fisheries The fishery laws, generally, could be improved with some reorganization, recodification, and clarification. First, Congress might consider reorganizing and recodifying most of the fishery laws under one title of the United States Code. While many of the laws are now in title 16, many others are scattered throughout other titles titles 15 and 46) of the Code. Either title 15 or title 16 would be a logical place for the fishery laws. Of course, there are laws that per tain to fisheries that also pertain to other matters and would be best left in place. Fisheries laws, when revised and recodified, should be separated from wildlife laws and from shipping laws. Fish conservation appears to be different from wildlife conservation and properly should be treated separately. Likewise, it might be helpful to separate fish - related laws from general shipping laws. In such areas as research and financial assistance to the fishing industry, consolidation of the laws would also be beneficial. Further, in recodifying the laws, the powers and the duties and responsibilities of the Secretary of Commerce could be clearly defined to reflect the transfer of functions under Reorganization Plan No. 4 of 1970. For example, 16 u.s.c. §742h, which lists a variety of Fish and Wildlife Reports to be made by the Secre tary of the Interior, has been changed by the Reorganization Plan. The statute does not reflect this change except for a note at the end of the provision that does not help define the functions transferred to the Secretary of Commerce without reference to the Reorganization Plan itself, and this does not, in all cases, completely clarify matters. A provision of law like section 742h could be divided into two separate statutes - one designating wild life reports required of the Secretary of the Interior and the other designating fish reports required of the Secretary of Com merce. Many laws could be changed in the same way. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Flag of convenience fishing seriously undermines efforts to protect the marine environment. To counter this threat, Market Denial and International Fisheries Regulation rests on the logic of the most basic tenet of economics: if no market exists for a product then producers will cease to produce. Denying market access to the flag of convenience fishing fleet should significantly reduce instances of illegal, unreported and unregulated (IUU) fishing. In areas beyond national jurisdiction not only is market denial the most effective means of undermining the IUU fleet, it is, for most practical purposes, the only way to do so. To what extent, however, do the laws of the sea and international trade allow groups of States to close their markets to non-compliant fishing vessels?

Book excerpt: Fisheries science in North America is changing in response to a changing climate, new technologies, an ecosystem approach to management and new thinking about the processes affecting stock and recruitment. Authors of the 34 chapters review the science in their particular fields and use their experience to develop informed opinions about the future. Everyone associated with fish, fisheries and fisheries management will find material that will stimulate their thinking about the future. Readers will be impressed with the potential for new discoveries, but disturbed by how much needs to be done in fisheries science if we are to sustain North American fisheries in our changing climate. Officials that manage or fund fisheries science will appreciate the urgency for the new information needed for the stewardship of fish populations and their ecosystems. Research organizations may want to keep some extra copies for a future look back into the thoughts of a wide range of fisheries professionals. Fisheries science has been full of surprises with some of the surprises having major economic impacts. It is important to minimize these impacts as the demand for seafood increases and the complexities of fisheries management increase.

Book excerpt: Fishery policies are broadly debated in the Nordic countries, focusing on balancing biological concern of fish stocks, economic return to society and coastal communities’ interests. Market Based Fisheries Management is used in several Nordic countries today and is the core of these debates. While it by many is considered a powerful tool that works towards ensuring improved economy of fisheries, it is also considered a controversial tool. This report “Structural Adjustment and Regulation of Nordic Fisheries until 2025” document the effects of Marked Based Management of selected Nordic fisheries, forecast the structural development of these until 2025 under the current alternative fishery management. Nordic lessons on Market Based Fisheries Management are also provided as a basis for the political debate on the future of Nordic Fisheries.
