Book excerpt: At the request of the Federal Aviation Administration (FAA), the Transportation Research Board of the National Research Council assembled an expert committee to provide advice on alternative strategies that might be adopted to meet long-term airport capacity needs. The committee was charged with four tasks: (1) to examine long-term airport capacity needs and measures to meet these needs; (2) to formulate alternative strategies reflecting varying assumptions about the growth of air traffic and intercity travel demand, technological development, government roles, and institutional arrangements; (3) to identify the advantages and disadvantages of these strategies; and (4) to recommend strategies for further analysis and evaluation by FAA. This report presents the committee's findings.

Book excerpt: This synthesis study is intended to inform state aviation agencies, airport operators, stakeholders, and policy makers about Airport System Planning Practices. The report reviews literature and provides results of surveys of state aviation agencies and regional planning organizations to determine the extent to which they are involved in airport system planning, the type of studies they perform, and how successful their efforts have been in meeting the process objectives. Barbara Fritsche, Wilbur Smith Associates, Cincinnati, Ohio, collected and synthesized the information and wrote the report. The members of the topic panel are acknowledged on the preceding page. This synthesis is an immediately useful document that records the practices that were acceptable within the limitations of the knowledge available at the time of its preparation. As progress in research and practice continues, new knowledge will be added to that now at hand.

Book excerpt: The Federal Aviation Administration (FAA) predicts that the national airspace system will become increasingly congested over time, imposing costs of delay on passengers and regions. While transforming the current air-traffic control system to the Next Generation Air Transportation System (NextGen) may provide additional en route capacity, many airports will still face constraints at their runways and terminals. In light of these forecasts, GAO was asked to evaluate regional airport planning in metropolitan regions with congested airports. GAO (1) identified which airports are currently or will be significantly congested and the potential benefits of regional airport planning, (2) assessed how regions with congested airports use regional airport planning in decision making, and (3) identified factors that hinder or aid in the development and implementation of regional airport plans. GAO reviewed studies; interviewed FAA, airport, and other aviation and transportation officials; and conducted case studies in selected regions. GAO is recommending that the Secretary of Transportation direct
