Book excerpt: The Florida Everglades is a large and diverse aquatic ecosystem that has been greatly altered over the past century by an extensive water control infrastructure designed to increase agricultural and urban economic productivity. The Comprehensive Everglades Restoration Plan (CERP), launched in 2000, is a joint effort led by the state and federal government to reverse the decline of the ecosystem. Increasing water storage is a critical component of the restoration, and the CERP included projects that would drill over 330 aquifer storage and recovery (ASR) wells to store up to 1.65 billion gallons per day in porous and permeable units in the aquifer system during wet periods for recovery during seasonal or longer-term dry periods. To address uncertainties regarding regional effects of large-scale ASR implementation in the Everglades, the U.S. Army Corps of Engineers (USACE) and the South Florida Water Management District conducted an 11-year ASR Regional Study, with focus on the hydrogeology of the Floridan aquifer system, water quality changes during aquifer storage, possible ecological risks posed by recovered water, and the regional capacity for ASR implementation. At the request of the USACE, Review of the Everglades Aquifer Storage and Recovery Regional Study reviews the ASR Regional Study Technical Data Report and assesses progress in reducing uncertainties related to full-scale CERP ASR implementation. This report considers the validity of the data collection and interpretation methods; integration of studies; evaluation of scaling from pilot-to regional-scale application of ASR; and the adequacy and reliability of the study as a basis for future applications of ASR.

This book presents a conceptual model to understand, assess, and explain the promotion and diffusion of authoritarian elements. Employing a cross-regional approach, leading experts empirically test the concept of authoritarian gravity centers (AGCs), defined as "regimes that constitute a force of attraction and contagion for countries in geopolitical proximity." With an analysis extending across Latin America, the Middle East, Eastern Europe, Central Asia, and Asia, these AGCs are shown to be effective as active promoters (push) or as neutral sources of attraction (pull). The authors contend that the influence of exogenous factors, along with international and regional contexts for the transformation of regime types, is vital to understanding and analyzing the transmission of autocratic institutional settings, ideas, norms, procedures, and practices, thus explaining the regional clustering of autocracies. It is the regional context in which external actors can influence authoritarian processes most effectively. Authoritarian Gravity Centers is a vibrant and comprehensive contribution to the growing field of autocratization, which will be of great interest to undergraduate and postgraduate students of comparative area studies, illiberalism, international politics, and studies of democracy.

It cannot be right that the experiences, skills and concerns of women are not fully represented or reflected in decision making about the laws and functioning of the societies in which they live. The regional study on women’s political representation in the Eastern Partnership countries was commissioned in response to the key objectives of the Council of Europe and the European Commission to address the lack of women’s political representation at national and local level in these countries. Researchers based in each of the countries have contributed qualitative information on both the situation of women and on the experiences of women who have stood for elected office. While the legal basis for equality of women and men exists in all the countries in question, the reality is quite different. Stereotypical views and assumptions about the roles of women in society affect how women step forward as candidates, and whether they are selected and elected. The Council of Europe is convinced that this study, by providing examples of good practice and evidence-based, practical recommendations, will help to address the current imbalance of women holding elected office and, by doing so, will enhance democracy and human rights in the countries of the Eastern Partnership.

Book excerpt: This collective volume shows how Ukraine can best be understood through its regions and how the regions must be considered against the background of the nation. The overarching objective of the book is to challenge the dominance of the nation-state paradigm in the analyses of Ukraine by illustrating the interrelationship between national and regional dynamics of change. The authors—historians, sociologists, anthropologists, economists, literary critics and linguists from Ukraine, Poland, Switzerland, Germany and the USA—explicitly go beyond the perspective of an entity defined by traditional political borders and cultural, economic, historical or religious stereotypes. The research project that led to the composition of the book combined quantitative (statistical surveys conducted across Ukraine) and qualitative (in-depth interviews and focus-group discussion) methods. The authors came to the conclusion that regionalism as a defining phenomenon of Ukraine is more prominent than the regions themselves. This approach regards Ukraine as a construct in flux where different discourses intersect, concur and eventually merge through the lenses of various disciplines and methodologies.
