Book excerpt: "These are the original Terms of Reference for the Brant integrated regional planning study, which is a sub-region of the Burlington to Nanticoke region. These Terms of Reference were developed by the regional planning working group in 2013. They detail the objectives, scope, key assumptions, study team, activities, accountabilities, and deliverables for the planning study, and reflect the context for regional planning at that time. Since the development of these original Terms of Reference, there have been a number of key regulatory and policy changes that impact how regional planning is to be conducted in Ontario. ... The outcome of this process will be to complete and post online an Integrated Regional Resource Plan (IRRP), which will guide electricity planning in this region"--Page [1].

Book excerpt: While creativity plays an important role in the advancement of computer science, great ideas are built on a foundation of practical experience and knowledge. This book presents programming techniques which will be useful in both AI projects and more conventional software engineering endeavors. My primary goal is to enter tain, to introduce new technologies and to provide reusable software modules for the computer programmer who enjoys using programs as models for solutions to hard and interesting problems. If this book succeeds in entertaining, then it will certainly also educate. I selected the example application areas covered here for their difficulty and have provided both program examples for specific applications and (I hope) the method ology and spirit required to master problems for which there is no obvious solution. I developed the example programs on a Macintosh TM using the Macintosh Common LISP TM development system capturing screen images while the example programs were executing. To ensure portability to all Common LISP environments, I have provided a portable graphics library in Chapter 2. All programs in this book are copyrighted by Mark Watson. They can be freely used in any free or commercial software systems if the following notice appears in the fine print of the program's documentation: "This program contains software written by Mark Watson." No royalties are required. The program miniatures contained in this book may not be distributed by posting in source code form on public information networks, or in printed form without my written permission.

Available in PDF, EPUB and Kindle. Book excerpt: The concept of large-scale natural resources planning and management is not new. The idea that resources and their human users occur as systems over large geographic areas has a long established tradition in forest, range, water, and air management sciences. Recent trends in this thinking concern the recognition of the inherently interdependent nature of many bio-social systems, where the interaction of people, culture and environment together influence regional conditions. Such thinking requires new concepts and strategies to understand and prescribe effective resource management actions. Included among these emergent concepts are those associated with regional recreation systems, which arise amidst growing evidence of declining recreation quality. This study presents experience-based recreation and the human ecology perspective based in systems theory as a useful framework for regional recreation planning. The framework takes a distinctly structural approach as it focuses on the social organizational attributes of resource management networks conducive to regional, interagency cooperative planning. Empirical evidence in support of the conceptual framework is provided by a case study of regional recreation planning in the Pacific Northwest and results of data analyses as evidence of regional recreation systems. Two separate state surveys of 5,205 sample households in Oregon and Washington were conducted over a 12-month period during 1987. Recreation activities, travel patterns, and natural resources used for recreation within and among the states were measured using telephone and mail instruments. Principal components analysis of travel patterns within Oregon and Washington was used to delineate functional recreation regions within the two-state area. As a result, five recreation regions were identified. The spatial and temporal characteristics of one recreation functional region in Oregon were described further using Lorenz Curve, directional bias and net flow, compactness and connectivity indices, and peaking index analyses. The final element of the study was to integrate the conceptual and empirical data in a simulation of institutional arrangements for regional recreation planning. The simulation was guided by a typology of organizational contexts relevant to recreation resource planning, both present and future. The applicability of the conceptual framework to regional resource management activities other than outdoor recreation was discussed.

Available in PDF, EPUB and Kindle. Book excerpt: Rapid changes in land use, especially in growing metropolitan areas, have created problems that increasingly indicate an urgent need for techniques and procedures for making intelligent land-use decisions. This book identifies the potential undesirable effects of land-use changes and provides techniques for estimating and minimizing them. Based on several years of research conducted by a team of thirty-four faculty and assistants, the study shows how planners and decision makers can benefit from such contemporary planning tools as remote sensing, statistical analysis, and computer technology, as well as a variety of evaluation procedures. Part 1 describes the problems of contemporary urbanization and offers a set of planning principles and tools for working with the environmental landscape. These principles and tools are the basis of the procedures detailed in Part 2; the assessment procedures, in turn, are an essential part of the two current planning approaches—the holistic, landscape approach and the parametric approach—described in Part 3.
