Book excerpt: The theory of comparative federalism asserts that federations require a second chamber for the representation of regional interests in central law-making. Yet there has been little systematic analysis of the contribution of second chambers in parliamentary federations to this task. The main purpose of this book is to demonstrate to what extent the two strongest parliamentary second chambers, the Australian Senate and the German Bundesrat are linked to the federal structures in which they are embedded. The study analyzes the contribution of the members of these second chambers in advancing interests that are linked to the regional constituents whom they represent or to the collective fiscal or administrative interests of a regional government with whom they are associated. The analysis underscores the largely 'executive' character of intergovernmental relations in parliamentary federations, a feature that corresponds with the composition of the German Bundesrat, but not of the Australian Senate. In the concluding chapter some preliminary observations are made as to whether our findings also generate interesting insights for the larger group of parliamentary second chambers in federal or quasi-federal states, such as the Belgian, Spanish and Canadian Senates, the UK House of Lords and the Indian Raiya Sabha.

Political parties play a crucial role in this. They select the candidates, form or oppose governments, and organize the work of the representatives in parliament. This model of democracy is however being criticized. Parties are hardly trusted and voters have become volatile. How, then, do elected representatives of the people see and fulfil their role? To study this a survey was organized among the members of statewide and sub-state parliaments in fifteen countries. Members of seventy-three parliamentary assemblies were asked how they perceive their representative role, what they do to keep in touch with voters, how they behave and vote in parliament and how they will try to get re-elected. One of the ways in which candidates and elected members of parliament might react to the changing conditions in which they have to represent the people is by stressing more personal characteristics as opposed to the party label and party ideology. Representation might then become more a matter of personal choice. The results of the survey presented in this book do however confirm quite strongly that representation is very much shaped by the political institutions in which it is performed. Representation differs between countries, between different electoral systems, between statewide and regional parliaments, and depends strongly on the party to which a member of parliament belongs. Representation depends not as much on who the representatives are, as on where they are.

Stereotypical views and assumptions about the roles of women in society affect how women step forward as candidates, and whether they are selected and elected. The Council of Europe is convinced that this study, by providing examples of good practice and evidence-based, practical recommendations, will help to address the current imbalance of women holding elected office and, by doing so, will enhance democracy and human rights in the countries of the Eastern Partnership.
