The few studies that have been conducted regarding disparities in growth of small towns in a region indicate a number of factors that may produce these disparities. Development policy for Israel's national peripheries is a salient example of a homogeneous development policy. Policy with respect to industrialization, housing, taxation, and other areas fails to take account of socio-economic differences among the localities within the peripheral regions.
