Book excerpt: This paper focuses on enhancing the banks' contribution to the regional economic development of Uzbekistan. A case study approach was chosen for this purpose and policy recommendations have been based on the German experience. Currently, the banking sector in the Uzbek regions is mainly represented by the branches of large national banks. These branches are important providers of financial services for the population, small businesses, as well as strategic sectors. However, in order to reduce the default risks, local branches tend to offer credit to safe borrowers in more prosperous regions. This unequal access to financial services increases regional disparities and worsens performance of enterprises in less developed regions. Since the German regional banks are actively involved in the local economic processes, this experience may offer important solutions to the problem in Uzbekistan. The findings support the recommendations for stimulating various financial institutions, namely a Development Fund, a Guarantee Fund, and private cooperative banks in regions of Uzbekistan.

This helps draw a new picture of the role of financial development and EU accession in that region, being also a lesson for other countries or regions in transition. Additionally, as the Global Financial Crisis has left a stigma in banking sectors, the book shows its impact on the post-communist banking sectors. As the foreign banks dominate the banking sectors in CESEE countries (the stake of foreign-owned banks is below 50% of assets in only five out of 20 countries), their strategies materially impact the development of CESEE banking sectors, which warrants our scientific exploration. Arriving at a clear concluding point of view on the role of foreign-owned banks and providing insights for future policy of CESEEs towards foreign presence in their banking sectors, this book should be of interest to academics, students, and policymakers.

Book excerpt: The 2008 global financial crisis, together with the experience of de-industrialization across Western Europe over the last three decades, has focussed attention on financial regulation and industrial policy. Industry and finance policies have largely been discussed separately, and this book argues that the two should be considered together, in both analysis and policy formulation that deals with critical questions of how finance has intervened in industrial restructuring and how it might better serve the real economy. Moreover, policy debates have paid relatively little attention to the heterogeneous economic structures and growth trajectories of European economies, and the interconnectedness and interdependencies of growth paths that present specific challenges to policy and highlight the need for cooperation across the region. This book brings together leading scholars and policy makers to contribute to policy debates in three ways. First, it includes current discussions of banking policy, regulation, and reform to reassert the need for financial institutions that will back up and finance an industrial policy to revive the European economy. Second, it reviews the role of industrial and investment policy in supporting innovation, creating jobs, and generating sustainable economic growth.
