Book excerpt: The past two decades have seen a remarkable broadening of interest in global warming from a research concern on the part of a limited number of scientists to a political problem on a worldwide scale. The nature of this transformation would itself be a fruitful study for a mixed team of social scientists and natural scientists. It would be valuable to assess the differing nature of the staging posts along this road: the First World Climate Conference in 1979, which was a meeting of scientists talking to scientists; the Villach Assessment of 1985, which was a meeting of scientists whose report was given attention by the policy advisers of a number of governments; the Second World Climate Conference of 1990, which consisted of a scientific meeting followed by a Ministerial Meeting; and the United Nations Framework Convention on Climate Change of 1992 signed by 158 countries at the UN Conference on Environment and Development in June 1992. The present publication is a welcome contribution of the followup to UNCED. By focusing on a specific problem, it avoids the pitfall of undue generalization and provides the basis for fruitful discussion between natural scientists, social scientists, and policymakers. To choose as the area of concentration a particular scale also helped to produce meaningful discussion likely to lead to action.

Available in PDF, EPUB and Kindle. Book excerpt: The African continent is plagued by some of the most brutal and violent conflicts in the world. At the same time that warfare is changing, so has the state’s capacity to provide security and political stability to its citizens. This book deals with the role of regional organizations in Africa’s security. It focuses on three basic—yet often overlooked—questions: (1) the advantages and disadvantages of African regional and sub-regional organizations vis-à-vis other security mechanisms, (2) the official and unofficial reasons to intervene, and (3) whether security is actually protected by the peace activities carried out by the regional organizations. The contributors to the book—all leading researchers in the field—systematically assess and compare the role of the African Union (AU), the Economic Community of West African States (ECOWAS), the Intergovernmental Authority on Development (IGAD), the Economic Community of Central African States (ECCAS), and the Southern African Development Community (SADC). This book was based on a special issue of African Security.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past four decades the Arab nations have exercised an enormous political and economic influence on world events. Much of that impact has been exerted not through the direct actions of individual governments but collectively or indirectly through pan-Arab organizations, economic associations such as OPEC, or through international agencies including the United Nations and the International Monetary Fund. "Arab Regional Organizations "is a fully annotated bibliographic guide to the functions, infrastructures, and effectiveness of Arab organizational activity. The organizations covered in this volume have grown in importance in lockstep with developments in the Middle East. This is particularly so in the areas of economics and energy where there has been the establishment of national control over the oil industry and a consequent economic boom. Institutions such as the Gulf Cooperation Council have also become vital to the continued politcal stability of the member states and to the strategic importance of the region as illustrated by the Iran-Iraq war and the Persian Gulf War. The book also takes note of the special economic importance of organizations such as the Kuwait, Saudi, and Abu Dhabi Funds. These perform a major role among developing nations because of their project aid and technical assistance programs. "Arab Regional Organizations "covers a variety of subjects but concentrates on economics, energy, politics, and development subjects. A lengthy introductory section is designed to provide readers with the background of each organization and to direct them to other sources of information. A supplementary section deals with the effects of the Iraqi invasion of Kuwait and the Gulf War. Researchers, librarians, economists, political scientists, and Middle East specialists will find this volume an invaluable guide to the literature of the region.

Available in PDF, EPUB and Kindle. Book excerpt: Abstract: Characteristics of multicounty, substate agencies that provide planning and coordinate services for local governments differ significantly between metropolitan and nonmetropolitan areas. As profiled by the 1977 Census of Governments, those in metropolitan areas are older, serve much larger average populations, and have bigger budgets and larger, better paid staffs. However, on a per capita basis, the average nonmetropolitan agency has a larger full-time staff and a bigger budget. Metropolitan agencies spend the largest budget shares for environmental protection and transportation, while nonmetropolitan organizations spend most on land use and economic development.

Available in PDF, EPUB and Kindle. Book excerpt: The mission of the Urban and Regional Policy and Its Effects series is to inform policymakers, practitioners, and scholars about the effectiveness of select policy approaches, reforms, and experiments in addressing the key social and economic problems facing today's cities, suburbs, and metropolitan areas. Volume four of the series introduces and examines thoroughly the concept of regional resilience, explaining how resilience can be promoted—or impeded—by regional characteristics and public policies. The authors illuminate how the walls that now segment metropolitan regions across political jurisdictions and across institutions—and the gaps that separate federal laws from regional realities—have to be bridged in order for regions to cultivate resilience. Available in PDF, EPUB and Kindle. Book excerpt: This book re-evaluates the regional organizations landscape and discusses how organizations with similar mandates can exercise strikingly different goals. Even economic organizations, which do not produce any outcomes in terms of economic cooperation, can be valuable for their members or individual stakeholders. The book’s argument is supported by a combination of quantitative and qualitative methods. It employs a novel dataset of 60 regional organizations to establish correlations between members’ goals and their characteristics. More than a dozen case studies in Latin America, Africa, Middle East, Southeast Asia, and post-Soviet Eurasia illustrate the theoretic arguments of how particular types of regional organizations come into existence and evolve. Finally, the book examines the remarkable resilience of regional organizations and considers the conditions under which the stakeholders are willing to abandon support.
