Book excerpt: The International Information Centre for Local Credit, with the assistance of member banks, carries out investigations in different countries and publishes the results. The present study relates to the problem of the unequal economic, social and cultural development of different areas in the world. Particu larly since the second world war this problem has been recognized as being of major importance. While initially it was the differences in development between different countries which attracted almost all the attention, for a number of years now an increasing interest has been apparent in the differences in level of development between specific regions in individual countries. This growing realization of the problem with regard to the varying levels of development which could exist within one and the same country found expression, for instance, in the International Union of Local Authorities congress held at Tel Aviv in 1961, which was devoted to the task of local authorities in development areas. The increasing interest in these problems was also evidenced in other quarters, the Conference for Regional Economy of the European Economic Community being held in Brussels in the same year. From these conferences, and also from many other indications as well, it became clear that the problem of regional economic develop ment today stands high on the priority list of questions of policy for many governments and that in general there is a great need for infor mation on how the problem is being tackled in other countries.

Cultural and institutional legacies inform choices between different policy options, meaning that the past plays a crucial role in how we think about regional economic development, planning and policy. Through a selection of accessible theoretical, methodological and empirical chapters, this book explores the connections between regional development and history. Drawing on the expertise of scholars in several disciplines, it links history to topics such as behavioural geography, interdependence, divergence and regional and urban policy. This innovative book will be of interest to researchers across regional studies, planning, economic geography and economic history.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1983, when Europe’s economies were facing the worst recession since the 1930s, this book reviews the outcome of a quarter of a century of research and practical experience in the field of regional economic management. In the spatial context of the European Community, the author explores central issues by integrating the results of his own research with those of economists, geographers, economic historians and psychologists. It provides a wide survey of the subject, demonstrates the complexity of the spatial-economic systems which the regional economic planner seeks to modify, analyses the strategies for regional development employed by national and international agencies and offers a substantial annotated bibliography. Contradictions arising from the contrasting spatial perspectives of national governments and the European Commission are emphasised. Among other things, it concludes that many regional problems strongly reflect perception and behavioural factors as well as purely economic constraints.

Available in PDF, EPUB and Kindle. Book excerpt: Targeting regional economic development (TRED) has a long and rich tradition among academic economists and in the world of economic development practitioners. This book builds on a series of workshops and papers organized by The Northeast Regional Center for Rural Development (NERCRD) at the Pennsylvania State University and the Rural Policy Research Centre (RUPRI) at the University of Missouri. Through the coordinated efforts of NERCRD and RUPRI, a network of university based researchers and Extension education specialists was developed and provides the foundation of this new edited volume. For the first time in a single book, Goetz, Deller and Harris present an innovative approach through a collection of chapters discussing industry targeting and the relevance of TRED as an important analytical tool for practical targeting purposes. The papers present issues surrounding community economic development, clusters in industry and rural communities and the role of agglomeration economies. The book provides the reader with insights into not only the theoretical foundations of targeting as well as empirical methods, but also approaches for using the community-level analysis to affect policy directions.

Book excerpt: The politics and economics of the United States are wedded in the political economy of the nation state and the nationalist economic policies. This `nationalist paradigm' is, however, showing the following signs of fatigue: the role of the nation state is diminishing as the economy globalizes; US national accounting systems are less effective, technology forces change; trading blocs are emerging; there is less control of exchange rates; regional economies are restructuring; and competitive environments are changing. This book proposes that political jurisdictions are not economies but polities, and explores the complex and important economic implications of this thesis.

Book excerpt: This book presents a number of key studies pertaining to the most pressing challenges of economic regional integration in West Africa. The issues of monetary coordination, foreign exchange volatility, taxation, savings and macroeconomic convergence are investigated from a regional perspective. The characteristics of West Africa’s trade policy are reviewed and assessed in comparison to that of the Southern African Development Community (SADC). The extent to which regional integration can tackle the challenge of unemployment is the focus of studies on labour markets. Development of the private sector and coordination of regional cross-border transportation are examined through the lens of economic collaboration between Arab and African countries. The book provides fresh new answers to persistent development questions and sheds new light on long-held views that are either incomplete or no longer true. It also opens new perspectives on the search for sustainable avenues for Africa’s development. In this regard, it may contribute to the emergence of a new paradigm on Africa’s development process and its science-based, policy-oriented implementation.

Book excerpt: The book aims to present “traditional features” of regional science (as geographical concepts and institutions), as well as relatively new topics such as innovation and agglomeration economies. In particular it demonstrates that, contrary to what has been argued by recent economics literature, both geography and institutions (or culture) are relevant for local development. In fact, these phenomena, along with the movement of goods and workers, are among the main reasons for persisting development differentials. These intriguing relationships are at the heart of the analysis presented in this book and form the conceptual basis for a promising institutional approach to economic geography.

Available in PDF, EPUB and Kindle. Book excerpt: The increasing globalization of economic activity is bringing an awareness of the international consequences of tax policy. The move toward the common European market in 1992 raises the important question of how inefficiencies in the various tax systems—such as self-defeating tax competition among member nations—will be addressed. As barriers to trade and investment tumble, cross-national differences in tax structures may loom larger and create incentives for relocations of capital and labor; and efficient and equitable income tax systems are becoming more difficult to administer and enforce, particularly because of the growing importance of multinational enterprises. What will be the role of tax policy in this more integrated world economy? Assaf Razin and Joel Slemrod gathered experts from two traditionally distinct specialties, taxation and international economics, to lay the groundwork for understanding these issues, which will require the attention of scholars and policymakers for years to come. Contributors describe the basic provisions of the U.S. tax code with respect to international transactions, highlighting the changes contained in the U.S. Tax Reform Act of 1986; explore the ways that tax systems influence the decisions of multinationals; examine the effect of taxation on trade patterns and capital flows; and discuss the implications of the opening world economy for the design of optimal international tax policy. The papers will prove valuable not only to scholars and students, but to government economists and international tax lawyers as well.

Since New Labour were elected in 1997, there have been substantial changes made to local and regional economic development policy in the UK. This volume offers an up-to-date overview, setting the new policies within a wider historic context and suggesting future developments. It examines four of these new policies in depth - Regional Development Agencies, New Deal local partnerships, Local Learning and Skills Councils, and the Small Business Service and Business link. In doing so, it offers a critical appraisal of how effective these changes have been in tackling issues such as developing human resources, skills and opportunities, developing land infrastructure and sites, capital formation and development, encouraging innovation, entrepreneurship and technological change and enhancing a supportive institutional context.
