Book excerpt: This report highlights the results of Asian Development Bank (ADB) operations to support regional cooperation and integration (RCI) completed during 2017–2020. It outlines how ADB managed its support for RCI and used its resources, and how the bank continued leading development partners in assisting major RCI subregional programs. It notes that, in the medium term, sustaining ADB’s RCI leadership and promoting wider, deeper, and more open RCI to support the region’s recovery will require further resources. These include a broader base of quality RCI skills and financial resources mobilized from within and outside ADB. The report follows the 2017 ADB corporate progress report on RCI and is the first such report under ADB's Strategy 2030.

The book incorporates the specialized fields of political science, area studies, public policy, international relations, international development, geography, economics, business administration, public health, engineering, agricultural economics, tropical agriculture, and biotechnology. The contributions to the book cover various issues including innovation and technology, transport and logistics, public health and literacy, traditional medicine, infectious diseases, advanced agricultural technologies, irrigation, water resources, labor migration, human trafficking, and counterfeiting. They examine various commons and goods related to these issues, and discuss practices, policies, decision-making processes and governance strategies for imagining a future Mekong Community that will avoid the tragedy, and explore the comedy of the commons/anti-commons. A valuable resource for scholars of the Mekong region, and more broadly for academics working on the interdisciplinary study of transboundary governance issues.

Book excerpt: Since 2017, the Asia–Pacific Regional Cooperation and Integration Index (ARCII) has been used for monitoring progress in various dimensions of regional cooperation and integration (RCI). This report discusses how the enhanced ARCII framework incorporates two new dimensions (digital connectivity and environmental cooperation) and other methodological innovations to capture the increasingly complex nature of RCI. With these new features, the report explores the links between regional and global economic integration and sheds light on the application of the index to RCI analysis and policy strategies for Asia and Pacific economies.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides several up-to-date empirical policy-oriented studies on assessing the impacts of climate change on various economic sectors and the role of renewable energy resources in mitigating pollution and climate change. It suggests various policy recommendations on how to increase the share of renewable energy resources in the energy baskets of the members of the Association of Southeast Asian Nations (ASEAN) and the rest of the world to ensure energy sustainability. As of 2020, most of the world’s energy investment still went to carbon-emitting sources, namely, fossil fuels. On the other hand, the Covid-19 pandemic and the economic Project Overview 20 March 2021 08:39 Page 6 of 9 downturns shrank the global energy demand, including fossil fuels, resulting in a sharp drop in their prices. Low fossil fuel prices are harmful to developing renewable energy projects, making solar, wind, and other renewable energy resources less competitive as sources of electricity. This is endangering the Paris agreement and the “Climate Action” goal of the United Nations. Given the high share of fossil fuels in the energy mix of the members of ASEAN, tremendous challenges must be faced for their energy transition in the post-Covid-19 world. The authors call for sound policy and applicable technologies to ensure sustainable energy availability, accessibility, and affordability to reach emission reduction targets.

Book excerpt: Since the end of World War II and the breakup of the Soviet Union in 1991, the United States has taken the lead in maintaining European security through its membership in NATO. However, the economic and political positions of both the United States and Europe have changed in the last seventy-five years, leading many to wonder if America is still willing and able to provide for Europe’s security needs, especially at a time when the Russian Federation has become a more aggressive military and political player. Europe Alone explores the prospects of European security in a future when the United States may no longer be a reliable partner. Leading security scholars offer a multifaceted approach to the changing role and meaning of national security into the future. They look at European security issues from the perspective of small states and seek to broaden the concept of security beyond traditional domestic policing or national defense.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume investigates for the first time the impact of conspiracy theories upon the understanding of Europe as a geopolitical entity as well as an imagined political and cultural space. Focusing on recent developments, the individual chapters explore a range of conspiratorial positions related to Europe. In the current climate of fear and threat, new and old imaginaries of conspiracies such as Islamophobia and anti-Semitism have been mobilised. A dystopian or even apocalyptic image of Europe in terminal decline is evoked in Eastern European and particularly by Russian pro-Kremlin media, while the EU emerges as a screen upon which several narratives of conspiracy are projected trans-nationally, ranging from the Greek debt crisis to migration, Brexit and the COVID-19 pandemic. The methodological perspectives applied in this volume range from qualitative discourse and media analysis to quantitative social-psychological approaches, and there are a number of national and transnational case studies. This book will be of great interest to students and researchers of extremism, conspiracy theories and European politics.

Book excerpt: This technical note explains why countries should cement strong public private partnerships (PPP) to help bridge deep funding gaps and build the climate-resilient infrastructure they need. It analyzes how the pandemic and government worries over value for money have combined with business’ concerns over investment risk to dampen regional PPP deals. Providing a checklist for countries to rate potential PPP projects, it explains why robust governance and strategic planning is critical to the success of public-private partnerships. It underscores that embracing the private sector is crucial for countries to build sustainable infrastructure that can boost jobs, stimulate growth, and support an inclusive recovery.

Book excerpt: This volume examines the impact of globalization on international environmental law and the implementation of sustainable development in the Global South. Comprising contributions from lawyers from the Global South or who have experience in the Global South, this volume is organized into three parts, with a thematic inquiry woven through every chapter to ask how law can enable economies that can be sustained, given the limited carrying capacity of the earth. Part I describes and characterizes the status quo of environmental and economic problems in the Global South during the process of globalization. Some of those problems include redistribution of environmental burden on the public through over-reliance on the state in emerging economies and the transition to public-private partnerships, as well as extreme uncontrolled economic expansion. Building on Part I, Part II takes an international perspective by presenting some tools that are in place during the process of globalization that lead to friction and interfaces between developed and developing economies in environmental law. Recognizing the impossibility of a globalized Northern economy, the authors in Part III present some alternatives through framework ideas of human and civil rights, environmental rights, and indigenous persons’ rights, as well as concrete and specific legal tools to strengthen justice and rule of law institutions. The book gives new perspectives to familiar approaches through concrete examples by professional practitioners and theoretical discourse by academic researchers, and can thereby form the basis for changes in practices, as well as further discussions and comparisons. This book will be of great interest to students and scholars of environmental law, sustainable development, and globalization and international relations, as well as legal professionals and practitioners.
