Two-thirds of the poor live in rural areas, and the weak performance of the agriculture sector has contributed to the slow improvement in livelihoods. The challenge for agriculture will further increase, with climate change posing a growing threat to the sector. But agricultural transformation to spur sustained growth and reduce poverty is still possible under climate change with aggressive institutional reforms and implementation of the right mix of policies and programmes. The identification of the suitable policy and programme combination requires an accurate assessment of the key drivers of agricultural growth and food security; the impacts of climate change on agriculture and the overall economy; and the effectiveness of policies for adaptation and growth. This book addresses these big issues, focusing on enhancing the adaptation capacity of the Philippine agriculture sector. Book excerpt: In emerging East Asia, agricultural output has expanded dramatically over recent decades, primarily as a result of successful efforts to stimulate yield growth. This achievement has increased the availability of food and raw materials in the region, drastically diminished hunger, and more generally provided solid ground for economic development. The intensification of agriculture that has made this possible, however, has also led to serious pollution problems that have adversely affected human and ecosystem health, as well as the productivity of agriculture itself. In the region that currently owes the largest proportion of deaths to the environment, agriculture is often portrayed as a victim of industrial and urban pollution, and this is indeed the case. Yet agriculture is taking a growing toll on economic resources and sometimes becoming a victim of its own success. In parts of China, Vietnam, and the Philippines--the countries studied in The Challenge of Agricultural Pollution--this pattern of highly productive yet highly polluting agriculture has been unfolding with consequences that remain poorly understood. With large numbers of pollutants and sources, agricultural pollution is often undetected and unmeasured. When assessments do occur, they tend to take place within technical silos, and so the different ecological and socioeconomic risks are seldom considered as a whole, while some escape study entirely. However, when agricultural pollution is considered in its entirety, both the significance of its impacts and the relative neglect of them become clear. Meanwhile, growing recognition that a "pollute now, treat later" approach is unsustainable--from both a human health and an agroindustry perspective--has led public and private sector actors to seek solutions to this problem. Yet public intervention has tended to be more reactive than preventive and often inadequate in scale. In some instances, the implementation of sound pollution control programs has also been confronted with incentive structures that do not rank environmental outcomes prominently. Significant potential does exist, however, to reduce the footprint of farms through existing technical solutions, and with adequate and well-crafted government support, its realization is well within reach.

Book excerpt: Southeast Asia made considerable progress in building and strengthening its agricultural R&D capacity during 2000–2017. All of the region’s countries reported higher numbers of agricultural researchers, improvements in their average qualification levels, and higher shares of women participating in agricultural R&D. In contrast, regional agricultural research spending remained stagnant, despite considerable growth in agricultural output over time. As a result, Southeast Asia’s agricultural research intensity—that is, agricultural research spending as a share of agricultural GDP—steadily declined from 0.50 percent in 2000 to just 0.33 percent in 2017. Although the extent of underinvestment in agricultural research differs across countries, all Southeast Asian countries invested below the levels deemed attainable based on the analysis summarized in this report. The region will need to increase its agricultural research investment substantially in order to address future agricultural production challenges more effectively and ensure productivity growth. Southeast Asia’s least developed agricultural research systems (Cambodia, Laos, and Myanmar) are characterized by low scientific output and researcher productivity as a direct consequence of severe underfunding and lack of sufficient well-qualified research staff. While Malaysia and Thailand have significantly more developed agricultural research systems, they still report key inefficiencies and resource constraints that require attention. Indonesia, the Philippines, and Vietnam occupy intermediate positions between these two groups of high- and low-performing agricultural research systems. Growing national economies, higher disposable incomes, and changing consumption patterns will prompt considerable shifts in levels of agricultural production, consumption, imports, and exports across Southeast Asia over the next 20 to 30 years. The resource-allocation decisions that governments make today will affect agricultural productivity for decades to come. Governments therefore need to ensure the research they undertake is responsive to future challenges and opportunities, and aligned with strategic development and agricultural sector plans. ASTI’s projections reveal that prioritizing investment in staple crops will still trigger fastest agricultural productivity growth in Laos. However, Indonesia, Malaysia, and Vietnam could achieve faster growth over the next 30 years by prioritizing investment in research focused on fruit, vegetables, livestock, and aquaculture. In Cambodia, Myanmar, and Thailand, the choice between focusing on staple crops versus high-value commodities was less pronounced, but projections did indicate that prioritizing investments in oil crop research would trigger significantly lower growth in agricultural productivity.

Book excerpt: Lagging labor reallocations outside agriculture amid sustained low agricultural productivity have been a key feature in the Philippines over the past 15 years. An analysis of the labor adjustments in and out of agriculture shows that a variety of factors have influenced this process. We find that the widening of wage differentials with non-agricultural sectors, improvements in labor market efficiency, and better transport infrastructure are largely associated with growing outflows of labor from agriculture, whilst the lack of post-primary education and the presence of agricultural clusters hinder such outflows. In contrast to the traditional view that agricultural employment outflows are largely driven by productivity differences and wage differentials, our results emphasize the roles of education as well as transport infrastructure in facilitating labor reallocations from agriculture to non-agriculture.
