Existen una serie de factores de relevancia internacional que inciden en la conformación de los mercados estatales de trabajo, incluido el español, y en la comprensión de los problemas presentes que comporta la regulación jurídica de las relaciones laborales: entre otros, las transformaciones socio-económica que auspicia el actual proceso de globalización, los cambios en los modelos productivos utilizados y en la estructuración de la división internacional del trabajo como consecuencia del mismo, la creciente internacionalización de la economía o la participación en procesos de integración económica. Nociones básicas de Régimen Jurídico Internacional del Trabajo tiene, por tanto, como objetivo el de ofrecer una visión panorámica de estas cuestiones, tratando de cuidar el difícil equilibrio entre la búsqueda de una explicación rigurosa y precisa de los contenidos indispensables para el aprendizaje fundamental del régimen jurídico internacional del trabajo, y la necesidad de vertebrar la explicación realmente en aquellos aspectos jurídicos básicos de la materia. La obra se estructura en tres partes: la primera parte explica de manera muy básica los fundamentos del Derecho internacional público como cuerpo normativo dentro del que se crean y aplican las normas jurídicas internacionales cuyo objeto son las relaciones laborales. La segunda, expone el funcionamiento y principales hitos de aquellas Organizaciones internacionales de cooperación, de carácter universal y europeo que entre sus actividades ofrecen un tratamiento genérico o específico de las cuestiones laborales. Finalmente, la tercera parte, se dedica a la dimensión normativa de las relaciones laborales, perceptible en el desarrollo del proceso de integración europea y, por consiguiente, en el Derecho de la Unión Europea, asumiendo la importancia de las normas jurídicas de la Unión para entender el marco de relaciones laborales existentes en España.

While some governments and non-state actors have remained true to the Latin American tradition of resistance towards the international investment law regime, other governments and actors have sought to accommodate said regime in the region. Consequently, a profusion of theories and doctrines, too often embedded in clashing narratives, has emerged. In Latin America, the practice of international investment law is the vivid amalgamation of the practice of governments sometimes resisting and sometimes welcoming mainstream approaches; the practice of lawyers assisting foreign investors from outside and within the region; and the practice of civil society, indigenous peoples and other actors in their struggle for human rights and sustainable development. Latin America and international investment law describes the complex roles that governments have played vis-à-vis foreign investors and investments; the refreshing but clashing forces that international organizations, corporations, civil society, and indigenous peoples have brought to the field; and the contribution that Latin America has made to the development of the theory and practice of international investment law, notably in fields in which the Latin American experience has been traumatic: human rights and sustainable development. Book excerpt: A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: • Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; • Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and • Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.

Book excerpt: This paper explains the features of the Communaute Financiere Africaine (CFA) Franc system. All CFA countries belong to one of three monetary systems. Although their statutes and functions differ somewhat, the three central banks have various common features. All three central banks are authorized to extend short-term and medium-term credit to the private sector. Many the commercial banks operating in the CFA countries are French banks with head offices in Paris. The credit operations of the commercial banks in the CFA countries are largely dependent upon the rediscount facilities offered by the central banks. The Bank is the sole authority for issuing CFA currency in the countries of French Equatorial Africa and in Cameroon. The exchange regulations applied in the CFA countries are patterned on those of France, with adaptations decided upon by local authorities according to local conditions and requirements. While exchange transactions with the other franc area countries generally are free, those with the non-franc area are subject to licensing.
