New visa restrictions, travel bans, and other regulations were imposed by national governments. At the local level, towns and cities responded in different ways: some resisted national policy by declaring themselves “sanctuary cities”, while others supported exclusionary policies. These different responses influenced refugees’ ability to settle and become integrated. The Refugees in Towns (RIT) project at Tufts University explores local urban integration experiences, drawing on the knowledge and perspectives of refugees and citizens in towns around the world. Since 2017, more than 30 RIT case studies have deepened our local knowledge about the factors that enable or obstruct integration, and the ways in which migrants and hosts co-exist, adapt, and struggle with integration. In this Special Issue, seven articles explore urban integration in towns in Europe (Frankfurt-Rödelheim, Germany; Newcastle, UK; Ambertois, France; Italy’s cities; and Belgrade, Serbia) and in North America: Bhutanese refugee-hosting US cities, and Antigonish, Canada. Four main types of strategy were identified: cultural mediation interpretation translation of health information and guidance and training for health care providers. These have been used to support access to health care management of specific diseases and promotion of health across a wide variety of health care settings. Intersectoral collaboration was seen as important in the development and implementation of strategies. Policy considerations include the development of national policies and the promotion of intersectoral dialogue to augment the knowledge base and resolve the common issues identified such as provision of training and confusion regarding the roles of mediators/interpreters that affect strategy implementation and evaluation.

This review found that these groups are exposed to risk factors for mental disorders before, during, and after migration. The prevalence of psychotic, mood, and substance-use disorders in these groups varies but overall resembles that in the host populations. Refugees and asylum seekers, however, have higher rates of post-traumatic stress disorder. Poor socioeconomic conditions are associated with increased rates of depression five years after resettlement. Refugees, asylum seekers, and irregular migrants encounter barriers to accessing mental health care. Good practice for mental health care includes promoting social integration, developing outreach services, coordinating health care, providing information on entitlements and available services, and training professionals to work with these groups. These actions require resources and organizational flexibility.

The chapters analyse the rhetoric of camps, refrigerated death lorries, the notion of channel crossings and ‘accidental’ drownings, the formation of relationship with border architecture such as the razor wire, and corporeal resistance in detention centres through hunger strike. In examining such specific sites of rhetorical articulation, policy formation, social imagination, and its incumbent visuality, the chapters deconstruct the intersection of dominant ideologies, power, knowledge paradigms (including the media) as part of the public sphere and their combined re-mediation of the dispossessed humans in the shores and borders of Europe.
