Book excerpt: This Research Topic is Volume 2 in the Research Topic series 'Myopia: Public Health challenges and interventions'. Uncorrected refractive errors are a significant cause of impaired vision and blindness in most world populations. During early childhood, uncorrected refractive errors may affect visual development and result in amblyopia. The largest burden of refractive error is myopia which significantly increases the risk of blinding conditions such as myopic macular degeneration, glaucoma, and cataract. High myopia poses greater risks than mild or moderate myopia. Epidemiological research and advocacy have positioned uncorrected refractive errors on the global health agenda as a major public health issue. However, more research is needed to determine the full extent of the threat posed by refractive errors, to establish effective interventions and to consolidate prevention methods.

Book excerpt: The ability to see deeply affects how human beings perceive and interpret the world around them. For most people, eyesight is part of everyday communication, social activities, educational and professional pursuits, the care of others, and the maintenance of personal health, independence, and mobility. Functioning eyes and vision system can reduce an adult's risk of chronic health conditions, death, falls and injuries, social isolation, depression, and other psychological problems. In children, properly maintained eye and vision health contributes to a child's social development, academic achievement, and better health across the lifespan. The public generally recognizes its reliance on sight and fears its loss, but emphasis on eye and vision health, in general, has not been integrated into daily life to the same extent as other health promotion activities, such as teeth brushing; hand washing; physical and mental exercise; and various injury prevention behaviors. A larger population health approach is needed to engage a wide range of stakeholders in coordinated efforts that can sustain the scope of behavior change. The shaping of socioeconomic environments can eventually lead to new social norms that promote eye and vision health. Making Eye Health a Population Health Imperative: Vision for Tomorrow proposes a new population-centered framework to guide action and coordination among various, and sometimes competing, stakeholders in pursuit of improved eye and vision health and health equity in the United States. Building on the momentum of previous public health efforts, this report also introduces a model for action that highlights different levels of prevention activities across a range of stakeholders and provides specific examples of how population health strategies can be translated into cohesive areas for action at federal, state, and local levels.

The World Health Organization (WHO) South-East Asia region comprises of 11 countries - Bangladesh, Bhutan, DPR Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste. This region is home to 26% of world population; there is a disproportionate amount of blindness (30.6%) and visual impairment (36%). This is a first of its kind book that discusses common conditions of visual impairment and blindness in the South-East Asia region. In addition, the book documents the current eye care industry in the region and the contribution of all eye health INGOs in eye care program planning and service delivery for many decades. Majority of the countries in the South-East Asia region are categorized in ‘middle-income country’ group. This book discusses the common challenges in these countries such as, suboptimal public expenditure in health, acute shortage of skilled eye health workforce, and rudimentary health industry. The book covers the following 6 sections: 1. Geographic description and health indices of the region 2. Health system evolved over years, including universal eye health, health financing and health management information system (HMIS) 3. Common eye problems including non-communicable disease NCD (and diabetic retinopathy), neglected tropical disease NTD (and Trachoma) 4. Health workforce in the region that includes ophthalmologists, optometrists, and allied ophthalmic personnel 5. Eye health support in the region of 13 international non-government organizations (INGOs) working for decades 6. Eye health industry in the region that includes spectacles, ophthalmic devices and equipment and the pharma industry The book would be a useful resource for ophthalmologists, all public health personnel and policy makers in eye health in the South-East Asia region specifically and all ophthalmologists and scientists interested in public health all over the world as well as for program planning to reach the 'Health for All' strategy by 2030 (United Nations Sustainable Development Goal, SDG 2030).

Available in PDF, EPUB and Kindle. Book excerpt: GENERAL INTRODUCTION This study of the concept of health is an attempt to combine central ideas in modern philosophy of medicine with certain results from analytical action theory. What emerges from the study is a concept of health based on an action-theoretic foundation. A person's health is characterized as his ability to achieve his vital goals. The general conception is not new. This study has been inspired by a number of scholars, both ancient and modern. The most important influences from the latter have been those of Georges Canguilhem, H. Tristram Engelhardt Jr. , Caroline Whitbeck and Ingmar Pörn. The novel aspect of this book consists of elaborations made to the general conception. First, the action-theoretic platform is analysed in some detail. The nature of the ability involved, as well as the conditions for having that ability, are specified. Second, the vital goals of man are given considerable attention. Some previous attempts to define such vital goals are analysed and criticized. A new characterization is proposed, in which the vital goals are conceptually linked to the notion of happiness. A person's vital goals are such states of affairs as are necessary and together sufficient for his minimal happiness. Third, a number of consequences of this con ception are observed and analysed. One issue which is particularly empha sized is that ofwhether the concept ofhealth is a theoretical or a normative concept.

Book excerpt: This perceptive volume presents conceptual, theoretical, and empirical approaches to social policy analysis comparing China and Nordic countries in their treatment of the elderly. An international panel of experts offers valuable policy insights into issues of housing, community care, family care, pensions and social security, and mental health as China translates and adapts Western examples, particularly those set by Norway, Sweden, and Finland. The book contrasts shared issues in the contexts of economic history, accountability and service improvements, and sustainability while also examining specifically Chi nese problems such as care gaps between urban and rural elders. Coverage also considers the centrality of aging policy in China as the nation works toward its long-term goal of eradicating poverty. Included among the topics: Building a welfare system with Chinese characteristics: from a residual type to moderate universalism. “Aging in community”: historical and comparative study of aging welfare and social policy. Sweden: aging welfare and social policy in the 21st century. Policy responses to aging: care services for the elderly in Norway. China’s elderly care policy and its future trends. Aging Welfare and Social Policy will interest professionals and researchers addressing questions of Chinese and comparative social policy, health psychologists, and sociologists focused on family, youth, and aging.

Book excerpt: Recent vision research has led to the emergence of new techniques that offer exciting potential for a more complete assessment of vision in clinical, industrial, and military settings. Emergent Techniques for Assessment of Visual Performance examines four areas of vision testing that offer potential for improved assessment of visual capability including: contrast sensitivity function, dark-focus of accommodation, dynamic visual acuity and dynamic depth tracking, and ambient and focal vision. In contrast to studies of accepted practices, this report focuses on emerging techniques that could help determine whether people have the vision necessary to do their jobs. In addition to examining some of these emerging techniques, the report identifies their usefulness in predicting performance on other visual and visual-motor tasks, and makes recommendations for future research. Emergent Techniques for Assessment of Visual Performance provides summary recommendations for research that will have significant value and policy implications for the next 5 to 10 years. The content and conclusions of this report can serve as a useful resource for those responsible for screening industrial and military visual function.
