This book was released on 2002-02-01 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper assesses the effectiveness of stabilization policies and structural reforms in Albania since 1997 and seeks to identify the remaining key challenges in various policy areas. It also draws lessons for other transition economies from the recent Albanian experience. While progress has been made toward macroeconomic stability and the establishment of a modern institutional framework, much remains to be done to enhance the sustainability of the recent favorable macroeconomic performance and reduce unemployment and poverty. Crucial areas of reform are the creation of functioning institutions, notably in the judicial field, and the establishment of a reliable supply of electricity, which has recently become an obstacle for rapid growth.

Book excerpt: This IEG evaluation, requested by the World Bank s Board of Executive Directors, represents the first independent evaluation of the PSIA experience. The evaluation finds that: The PSIA approach has appropriately emphasized the importance of assessing the distributional impact of policy actions, understanding institutional and political constraints to development, and building domestic ownership for reforms PSIAs have not always explicitly stated their operational objectives (i.e., informing country policies, informing Bank operations, and/or contributing to country capacity) PSIAs have had limited ownership by Bank staff and managers and have often not been effectively integrated into country assistance programs Quality assurance and Monitoring and Evaluation of the overall effectiveness of PSIAs have been weak The evaluation recommends that the World Bank: Ensure that Bank staff understand what the PSIA approach is and when to use it Clarify the operational objectives of each PSIA and tailor the approach and timeline to those objectives Improve integration of the PSIA into the Bank s country assistance program by requiring that all earmarked funding for PSIAs be matched by a substantial contribution from the country unit budgets Strengthen PSIA effectiveness through enhanced quality assurance

Available in PDF, EPUB and Kindle. Book excerpt: Following Macroeconomic Dimensions of Public Finance, this is the second volume of essays in honour of Vito Tanzi. It focuses on the importance of fiscal policy on the wholesale economic reforms that are sweeping the advanced, less developed and formally communist countries. Issues analyzed include: * the role of fiscal and budgetary policies in the process of reform * the impact of privatization on the exchequer and the dilemmas for social policy in times of fiscal austerity * the paradox of post-socialism and post-dirigisme that an efficient and harmonic move to a decontrolled, liberal market economy involves active state intervention * the methodological aspects relating to the proper assessment of fiscal policy mechanisms. This collection of essays contributes to the understanding of the channels and transmissions mechanisms of fiscal policies in the context of major economic reforms.
Book Synopsis Reforms in Albanian Agriculture by : Severin Kodderitzsch
Download or read book Reforms in Albanian Agriculture written by Severin Kodderitzsch and published by World Bank Publications. This book was released on 1999-01-01 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agriculture provides the livelihood to 60% of the Albanian population. Even though it is still fairly primitive and it will never probably ensure self-sufficiency in major agricultural commodities, it represents a useful shock absorber in the current situation of economic and social unrest. Since it started its transition to a market economy in 1991, Albania has carried out major reforms in the agricultural sector at large, achieving remarkable increases both in output and total factor productivity. However, more needs to be done to reduce rural poverty, stop environmental degradation and increase integration with regional and international economies. The paper provides an overview of the different policy and institutional aspects that will need to be considered for a balanced outcome.

Download or read book Governance Reform written by Brian Levy and published by World Bank Publications. This book was released on 2007-01-01 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Developing-country governance and its monitoring have risen to the top of the development agenda. This mounting interest is in response to compelling evidence that links governance to development performance-policy quality, public service provision, the investment climate, and the extent of corruption. 'Governance Reform: Bridging, Monitoring, and Action' lays out a broad framework for analyzing and monitoring governance in developing countries. It identifies fourteen core indicators for governance monitoring both broad measures of overall patterns and specific 'actionable' measures that can be used to guide reforms and track progress. The book also summarizes good practices for reforming public bureaucracies and checks and balances institutions (including parliaments, the justice system, media and information, and local governance); highlights improvements in transparency as a relatively low-cost and low-key way of deepening government accountability to civil society; and suggests ways to complement top-down reforms with approaches that focus directly on improving service provision and the investment climate (such as strengthening the bottom-up accountabilities of service providers to communities, firms, and citizens). 'Governance Reform' has no universally applicable trajectory of change. Rather, the aims are: to find country-specific entry points for reform which have development impact in the short-term; to address binding public management constraints, and to help build momentum for further change.

Download or read book Tools for Institutional, Political, and Social Analysis of Policy Reform written by and published by World Bank Publications. This book was released on 2007-01-01 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Analysis of the distributional impact of policy reforms plays an important role in the elaboration and implementation of poverty reduction strategies in developing and transitional countries, promoting evidence-based policy choices and fostering debate on policy reform options. International agencies and national partners are increasingly encouraging a more systematic application of policy reform analysis. Requisite to a systematic application is capacity building within countries as well as within donor agencies." "Tools for Institutional, Political, and Social Analysis of Policy Reform: A Sourcebook for Development Practitioners contributes to this agenda by introducing a framework and a set of practical tools that analyze the institutional, political, and social dimensions of policy design and implementation. The authors fill a perceived gap in knowledge of the application of social tools and complement existing guidance on conventional economic analysis of distributional impacts of reform." "This book will be of interest to commissioners and practitioners working in policy analysis in a range of areas - including macroeconomic, sectoral, and public sector policy - that are subject to ongoing policy reform discussions."--BOOK JACKET.

The rising role of tourism has boosted confidence in the country’s prospects, a factor partly reflected in the steady appreciation of the lek. While growth is moderating, it is expected to remain robust at around 31⁄2 and 31⁄4 percent, respectively, in 2023 and 2024. Inflation is gradually declining though it remains above the central bank’s target amid tight labor markets. Medium-term prospects, however, are constrained by structural challenges, including shortfalls in the rule of law and emigration pressures.

Available in PDF, EPUB and Kindle. Book excerpt: Past efforts to build policy buffers and a broadly appropriate macroeconomic policy mix during 2020–21 have helped Albania withstand the impact of consecutive shocks since 2019. Growth is expected to remain solid in 2022 before decelerating in 2023, and inflation is projected to return to the central bank’s target only in 2024. There is considerable uncertainty. Risks to growth are tilted to the downside and risks to inflation are to the upside.
