Book excerpt: This book reviews the experience with one specific though widely introduced approach to funding general education, namely per capita financing (PCF), in six countries in the Europe and Central Asia (ECA) region in an effort to learn which outcomes were achieved and how. Six country case studies are the bulk of the book and were chosen as a project that the World Bank initiated back in 2007. The set of countries chosen (Armenia, Estonia, Georgia, Lithuania, Poland and the Russian Federation) was motivated by the fact that the World Bank was actively involved in supporting reforms in these countries and, in some cases, played a fundamental role in bringing these reforms to fruition. The hope is that, as a result, the likelihood of observing the outcomes of per capita financing is higher. An attempt was made at geographic variation across the ECA region as well. Chapter 1 provides a general introduction to the book. Chapters 2 through 7 discuss the country case studies. The case studies are presented in alphabetical order: Armenia (chapter 2), Estonia (chapter 3), Georgia (chapter 4), Lithuania (Chapter 5), Poland (Chapter 6), and Russia (chapter 7). All six chapters present a similar structure. First, an introduction is provided to motivate the discussion. Second, the historical background to the introduction of the PCF system is discussed. Third, the design of the PCF scheme is analyzed. Fourth, the peculiarities of the implementation of the scheme are described. Fifth, an assessment of a set of three main outcomes - efficiency, equity and transparency/accountability - is presented. A sixth and final section provides a summary of the lessons learned in each of the cases. Chapter 8 presents an in-depth overview of the case studies, within a common framework to compare these experiences.

More than 137 economies have used the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 2,182 articles in peer-reviewed academic journals since its inception. The World Bank recognizes the importance of the civil service to the general welfare of the 4.6 billion people in low and middle income countries. Between 1981 and 1991, civil service reform was a prominent feature of 90 World Bank lending operations. This paper surveys the Bank's experience in supporting this reform and assesses the progress made. The lending operations concentrated on two separate dimensions: (1) Shorter-term, emergency steps to reform public pay and employment policies, which center on measures to contain the cost and the size of the civil service (2) longer-term civil service strengthening efforts directed toward ongoing, sustained management improvements. After examining the record of these reforms, the authors conclude that the results have been mixed at best. They recommend greater emphasis on devising a coherent, far-reaching strategy for reform and on detailing the set of tactics by which these goals will be achieved.

Sound financial management, an efficient civil service and administrative policy, efficient and fair collection of taxes, and transparent operations that are relatively free of corruption all contribute to good delivery of public services. The Bank has devoted an increasing share of its lending and advisory support to the reform of central governments, so it is important to understand what is working, what needs improvement, and what is missing. IEG has examined lending and other kinds of Bank support in 1999-2006 for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. Although a majority of countries that borrowed to support public sector reform experienced improved performance in some dimensions, there were shortcomings in important areas and in overall coordination. - The frequency of improvement was higher among IBRD borrowers than among IDA borrowers. - Performance usually improved for public financial management, tax administration, and transparency, but did not usually with respect to civil service. - Direct measures to reduce corruption-- such as anticorruption laws and commissions-- rarely succeeded.

While many challenges remain to foster inclusive growth to address the triple challenges of unemployment, poverty, and inequality, some innovative approaches have been used to build more inclusive public institutions. With this book, Making It Happen, From Policies to Implementation, we offer a selection of twelve case studies to illustrate how policies and institutions were developed and implemented to improve specific public services. Done through interviews with senior policy makers, the book captures the how to of executing these policies in a variety of areas including increasing budget transparency, developing an intergovernmental fiscal system, strengthening tax administration, developing a modern performance monitoring and evaluation system, expanding HIV/AIDS treatment, reforming the social transfer system, strengthening statistics, creating a modern national identity system, developing a system for the management of biodiversity, modernizing the national road network management, developing the framework for renewable energy, and the formulation of the country’s much lauded constitution. Tracing a twenty year journey of transformation, this book places particular emphasis on recording the design of these reforms and endeavors to shed some light on the decision-making processes. In particular, it attempts to provide insight on the trade-offs policy makers faced, and the sequencing and complementarities among the various reforms.
