It was, of course, intended that, in such case, Parliament should be prorogued in June; and it was hoped that a great deal of non-contentious business might be initiated and considerably advanced before Christmas. It is certain that the adoption of a vigorous month's work in winter, instead of a month's lassitude in July, would produce vastly better results in legislation, to say nothing of the health of the workers; and, as was urged on the Committee by a great Conservative statesman, if any great public question required the attendance for a time of sporting county members, their patriotism would no doubt lead them to make the necessary sacrifice, and if not, well, I suppose, we should have to manage to get on without them. Some limit will probably have to be put on the power of moving adjournments, the most efficient engine of obstruction, and the one which has been most unscrupulously used. This book analyses in detail the principal attempts to reform the House of Lords. Starting with the Parliament Act of 1911 the book examines the century of non-reform that followed, drawing upon substantial archival sources, many of which have been under-utilised until now. These sources challenge many of the existing understandings of the history of House of Lords reform and the reasons for success or failure of reform attempts. The book begins by arguing against the popular idea that the 1911 Act was intended by its supporters to be a temporary measure.
