In his view, the period's inner nature was as significant in its essentials as those which saw the fall of the Roman Empire; the birth in the Reformation of capitalist society; or, as in 1789, the final chapter in the dramatic rise of the middle class to power. All of these were not revolutions made by thinkers, though some of them may have foreseen its coming, but of ordinary people who shaped the large outlines of the direction of these changes. Laski held that revolutions of our time have been rooted in all that goes to give its present character to our society. We can recognize its advent and prepare for it; in that event, we might build a civilization richer and more secure than any of which we so far have knowledge. Or we may chose to resist its onset; in which case, it will appear to some future generation that our age has sought rather to sweep back the tides of the ocean than to oppose the decrees of men. The curse of our social order is its persistent inequalities. Either we must find ourselves able to co-operate in their removal, or we shall move rapidly to conflict about them. Laski argues that the middle class must co-operate with workers in essential revisions, as the aristocracy was wise enough to do a century ago over the Reform Bill, or violent revolution will be unleashed by means that transforms the ends of either party to the conflict in view. This is the choice that lies before us. Just how accurate or wide of the mark Laski was is brilliantly articulated in the critical introduction by Sidney A. Pearson, Jr.

The earliest essay in this book was written in September 1914 and was followed by a stream of letters, essays, and pamphlets that reached its high point with Zarathustra's Return (published anonymously in 1919, the year that also saw the publication of Demian), in which Hesse exhorted German youth to shake off the false gods of nationalism and militarism that had led their country into the abyss. Such views earned him the labels "traitor" and "viper" in Germany, but after World War II he was moved to reiterate his beliefs in another series of essays and letters. Hesse arranged his anti-war writing for publication in one volume in 1946; an amplified edition appeared in 1949 and that text has been followed for this first English-language edition. In his foreword Hesse describes the heart of the philosophy expressed here: "In each one of these essays I strive to guide the reader not into the world theater with its political problemns but into his innermost being, before the judgment seat of his very personal conscience." This faith in salvation via the Inward Way, so familiar to readers of Hesse's fiction, is persuasively set forth as the answer to questions of war and peace.

On the other hand, the proliferation of security and welfare technologies has created modern governmental bodies that administer populations, but do not provide citizens with an arena for democratic deliberation. Under these conditions, democracy is no longer government of, by, and for the people. Rather, it has become a world of power whose startling dimensions and unwritten rules of engagement Chatterjee provocatively lays bare. This book argues that the rise of ethnic or identity politics—particularly in the postcolonial world—is a consequence of new techniques of governmental administration. Using contemporary examples from India, the book examines the different forms taken by the politics of the governed. Many of these operate outside of the traditionally defined arena of civil society and the formal legal institutions of the state. This book considers the global conditions within which such local forms of popular politics have appeared and shows us how both community and global society have been transformed.
