Book excerpt: Marking 150 years since Confederation provides an opportunity for Canadian international law practitioners and scholars to reflect on Canada’s rich history in international law and governance, where we find ourselves today in the community of nations, and how we might help shape a future in which Canada’s rules-based and progressive approach to international law gains ascendancy. This collection of essays, each written in the official language chosen by the authors, provides a thoughtful perspective on Canada’s past and present in international law, surveys the challenges that lie before us, and offers renewed focus for Canada’s pursuit of global justice and the rule of law. Part I explores the history and practice of international law, including sources of international law, Indigenous treaties, international treaty diplomacy, domestic reception of international law, and Parliament’s role in international law. Part II explores Canada’s role in international law, governance and innovation in the broad fields of economic, environmental, and intellectual property law. Part III explores Canadian perspectives on developments in international human rights and humanitarian law, including judicial implementation of these obligations, international labour law, business and human rights, international criminal law, war crimes, child soldiers, and gender. Reflections on Canada’s Past, Present and Future in International Law/Réflexions sur le passé, le présent et l’avenir du Canada en droit international demonstrates the pivotal role that Canada has played in the development of international law and signals the essential contributions the country is poised to make in the future.

Book excerpt: Distribution analysis has advanced remarkably in recent years, and this is a valuable application of its principles to a Canadian context. The book provides an extensive survey of recent literature and a new source of income and wealth distribution data for Ontario, drawn from newly available microdata sets. It also presents an evaluation of the data as a basis for measuring inequality in the distribution of economic and well-being. The empirical results illustrate how incomes vary significantly with age according to labour market attachment and experience, educational attainment and occupation, transfer receipts, and investment benefits. Similarly, strong age effects on net worth account reflect life-cycle patterns in asset holdings and debts typically associated with family investment in housing and financial adjustments for retirement. Differences in family size and composition have a substantial effect on the structure of family economic well-being. The inequality effects of adjusting for accrued capital gains and net worth holdings can also be quite significant. It is found that the distributional effects of CPP net benefits are considerable, although they are not as equalizing as one may have expected because of marked cohort effects. The detailed findings suggest that the life-cycle framework is a very useful one for evaluating the distributional effects of certain government programs, particularly intertemporal ones, and they underline the need for a range of different types of policies to address low income problems. The study urges greater recognition of the inequality of treatment and opportunity among different groups of the population. It also points out that conventional income distribution figures are only very imperfect estimates of the state of inequality in the underlying distribution of economic well-being.

Book excerpt: "Rising income inequality has been at the forefront of public debate in Canada in recent years, yet there is still much to be learned about the economic forces driving the distribution of earnings and income in this country and how they might evolve in coming years. With research showing that the tax-and-transfer system is less effective than in the past in counteracting growing income disparities, the need for policy-makers to understand the factors at play is all the more urgent. The Institute for Research on Public Policy, in collaboration with the Canadian Labour Market and Skills Researcher Network, has gathered some of the country’s leading experts to provide new evidence on the causes and effects of rising income inequality in Canada and to consider the role of policy. Their research and analysis constitutes a comprehensive review of Canadian inequality trends in recent decades, including changing earnings and income dynamics among middle--class and top earners, wage and job polarization across provinces, and persistent poverty among vulnerable groups. The authors also examine the changing role of education and unionization, as well as the complex interplay of redistributive policies and politics, in order to propose new directions for policy. Amid growing anxieties about the economic prospects of the middle class, Income Inequality: The Canadian Story will inform the public discourse on this issue of central concern for all Canadians."--Publisher's website.

Book excerpt: Since 1967, the centennial of Confederation, numerous political crises, economic challenges, and international events have helped to transform Canadian society, and will continue to shape its future. Taking these various challenges and opportunities of the past into account, how does the future look for Canada? In Reflecting on Our Past and Embracing Our Future diplomats, politicians, scientists, and human rights leaders including Phil Fontaine, Michaëlle Jean, Ellen Gabriel, Paul Heinbecker, Bob Rae, Jean Charest, and David Suzuki have come together to share their wisdom and experience of events that have marked the country over the last fifty years. Reflecting on the role of the Senate in Canada as complementary to the House of Commons, they consider central issues such as the condition of indigenous peoples, the obligations of the Charter of Rights and Freedoms, the recognition of two official languages, and the national unity referendums. Contributors also discuss the transformation of the economy in a globalized and digital world, the role of Canada on the world stage at a time of growing tension and an increasing flow of refugees, climate change and the uncertain future of the Arctic, scientific and cultural competitions on the international market, and the future of parliamentary democracy. Correcting misconceptions about the contemporary role of the Senate, and providing a counterargument for radical Senate reform, Reflecting on Our Past and Embracing Our Future offers rich perspectives and fascinating insights about Canada's likely development in the coming years.

Book excerpt: Ellen Rose seeks to initiate a much-needed discussion about what reflection is and should be. The word crops up repeatedly in the discourse of teaching and learning, but its meaning is often vague. True reflection -- deep, sustained thought that takes place in conditions of solitude and silence -- has been undermined by new technologies that speed up the flow information and the pace of life, as well as by contemporary schooling that unreflectively embraces technological and market imperatives in the name of outcomes, efficiencies, and the preparation of a global workforce. Drawing on a wide range of thinkers, past and present, Rose outlines the important role reflective thought can play in the classroom and in the world at large, and makes a powerful case for slowing down and returning to our thoughts.
