In particular, they document the growing dominance of branch plants, the displacement of mom-and-pop enterprises, and the declining access to services for residents in the least populated rural areas. The authors conclude that services are unlikely to be the basis of widespread sustainable development unless policies are designed to help firms and communities compete successfully in an increasingly global and information-based economy

Book excerpt: In the post-World War II era, widespread rural poverty, most notably among farmers, dominated rural policy concerns. The Eisenhower Administration's Undersecretary for Agriculture, True D. Morse, began a rural development program in 1955 to assist low-income farmers. Because agriculture was the major economic activity in many rural areas of the time, a focus on farms and farm households became de facto rural policy. The war on poverty during the 1960s continued the focus on rural poverty as a central policy issue. When agriculture began to decline as rural America's dominant economic activity, policy attention shifted to rural revitalisation. The 1980s farm financial crisis and economic dislocation in rural America brought the importance of rural structural change to the forefront of policy concerns. The further decline of farming to less than 8% of rural employment and the loss of many manufacturing jobs during the past decade have highlighted the growing gap between many rural areas and the Nation's urban/suburban areas. While no overarching framework guides rural policy at the federal level, adequate housing, employment creation and business retention, human capital concerns, poverty issues, medical care, and infrastructure development remain key foci of federal rural policy.

In Economic Revitalization: Cases and Strategies for City and Suburb Fitzgerald and Leigh answer the need for a text that incorporates social justice and sustainability into how we think about and practice economic development. It is one of the first to talk about how revitalization strategies are implemented in both cities and suburbs, particularly inner-ring suburbs that are experiencing decline previously associated only with inner-city neighborhoods. After setting the context with a brief history of economic development practice and its shortcomings, Fitzgerald and Leigh focus on six economic development strategies: sectoral strategies, Brownfield redevelopment, industrial retention, commercial revitalization, industrial and office property reuse, and workforce development. Each of these chapters begins with an overview of the strategy and then presents cases of how it is being implemented. The cases draw from Atlanta, Chicago and its suburbs, Emeryville, Kalamazoo, Louisville, New Haven, Portland, Sandy Springs, and Seattle (and suburban King County). They illustrate the tradeoffs often made in achieving one goal at the expense of another. Although they admit that some of the cases come up short in illustrating a more equitable and sustainable economic development practice, Fitzgerald and Leigh conclude with an optimistic view that the field is changing. The book is aimed at students and practitioners of economic development planning who seek to foster stronger economies and greater opportunity in inner cites and older suburbs. It is also meant to assist planners in thriving new towns and suburban communities seeking to avoid future economic decline as their communities mature.
