Book excerpt: Twenty-five years after the end of the Cold War, the United States and Russia continue to keep many hundreds of nuclear weapons on high alert, ready to be launched in minutes. This alert status allows both countries to launch missiles quickly in response to warning of an incoming nuclear attack, before the attacking missiles hit their targets. This Cold War-era policy is dangerous because it increases the chance of an accidental, unauthorized, or mistaken launch of nuclear weapons, as historical examples of false warning and other mistakes demonstrate. Growing tensions between the United States and Russia make it even more important to ensure that should a crisis develop, increasing the time pressure on decision makers and opportunities for misunderstandings, high alert status does not lead to a mistake that sparks an unintended nuclear exchange. In addition, the Chinese military has recently begun to argue that China should put its nuclear weapons on alert for the first time and build an early warning system to detect an incoming attack. It is important that the United States remove rapidlaunch options from its nuclear plans. This change would mean that it would not return its missiles to high alert status in a time of crisis.

Available in PDF, EPUB and Kindle. Book excerpt: The essys in this collection explore and analyze how to reduce the risk of nuclear war in South Asia. Contributors work to introduce the theory and methodology of nuclear risk reduction, to provide specific measures that might work best in the region, and to consider the consequences of missile defense options for stability in Asia. Much work is needed to recduce nuclear dangers between India and Pakistan. While the fact that both countries possess nuclear weapons may prevent a full-blown conventional or nuclear war, the presence of these weapons in the region may also encourage the use of violence at lower levels expecting escalation to be contained by a mutual desire to avoid the nuclear threshold. One only needs to look at the Kashmir conflict for confirmation of this paradox, with serious crises coming more frequently with more severity since the nuclear tests of 1998. Sustained efforts along the line suggested by the contributors of this volume are a crucial step toward reducing nuclear risk on the Subcontinent.

Here, for the first time, former high-level defense analyst Daniel Ellsberg reveals his shocking firsthand account of America's nuclear program in the 1960s. From the remotest air bases in the Pacific Command, where he discovered that the authority to initiate use of nuclear weapons was widely delegated, to the secret plans for general nuclear war under Eisenhower, which, if executed, would cause the near-extinction of humanity, Ellsberg shows that the legacy of this most dangerous arms buildup in the history of civilization--and its proposed renewal under the Trump administration--threatens our very survival. No other insider with high-level access has written so candidly of the nuclear strategy of the late Eisenhower and early Kennedy years, and nothing has fundamentally changed since that era. Framed as a memoir--a chronicle of madness in which Ellsberg acknowledges participating--this gripping exposé reads like a thriller and offers feasible steps we can take to dismantle the existing "doomsday machine" and avoid nuclear catastrophe, returning Ellsberg to his role as whistle-blower. The Doomsday Machine is thus a real-life Dr. Strangelove story and an ultimately hopeful--and powerfully important--book about not just our country, but the future of the world.

Available in PDF, EPUB and Kindle. Book excerpt: Given the disappointing history of arms control negotiations and agreements, disconcerting trends in the balance of power, and emerging technologies that challenge conventional assumptions about deterrence, new ways to promote security through negotiations must be identified and utilized if arms control is ever to play an integral role in enhancing deterrence and reducing instabilities. Confidence-building measures (CBMs) may offer one way out of the contemporary arms control morass. Instead of focusing on limiting the number and types of weaponry, CBMs are designed to control how, when, where, and why military activities occur. By clarifying military intentions and regulating the operations of military forces in times of both crisis and calm, CBMs can help diminish the opportunities for war arising from surprise attack or from miscalculation, accident, or failure of communication. This volume assembles leading CBM experts from government and academia to assess the utility of CBMs in a wide variety of areas. It is intended to serve as a basic primer on the subject, as well as to contribute to the ongoing national debate over the role of arms control in strengthening national security by analyzing new and fruitful avenues toward that over-riding objective.

Book excerpt: Preventing Nuclear War: The Medical and Humanitarian Case for the Prohibition of Nuclear Weapons provides a window into the work of the International Physicians for the Prevention of Nuclear War (IPPNW) health professionals, advocates and activists as they persuaded diplomats, parliamentarians, the media, and the public to ban nuclear weapons. Why are doctors speaking out about nuclear weapons and nuclear war, an issue that seems to be the exclusive province of diplomats, politicians, and security experts? This volume offers an answer in the unique perspective of health professionals on the nature of nuclear weapons, their medical and humanitarian consequences, and the responsibility to prevent what cannot be treated. On 7 July 2017, the UN successfully concluded negotiations on the Treaty on the Prohibition of Nuclear Weapons. The "ban treaty," emerged from a "humanitarian initiative" that shifted the focus away from deterrence-based rationales used by the nuclear-armed states and toward an evidence-based understanding of the existential threat nuclear weapons pose to humanity. Since 1980, IPPNW has been the leading medical organization primarily dedicated to the abolition of nuclear weapons. With its civil society partners in ICAN—the International Campaign to Abolish Nuclear Weapons—IPPNW brought the scientific evidence about nuclear weapons and nuclear war into the treaty negotiations and into the language of the TPNW itself. The contributors to this volume show the dedication and diverse strategies that have together made up a unified and very significant contribution to ridding the world of nuclear weapons. Reflecting honestly on what has been learnt and have the potential to contribute to wider learning outside the anti-nuclear community, Preventing Nuclear War: The Medical and Humanitarian Case for the Prohibition of Nuclear Weapons will be of great use to medical and health professionals, humanitarian professionals, and anyone wanting to work towards a more peaceful and equitable world. The chapters originally published as a special issue of Medicine, Conflict and Survival.

Book excerpt: The debate about appropriate purposes and policies for U.S. nuclear weapons has been under way since the beginning of the nuclear age. With the end of the Cold War, the debate has entered a new phase, propelled by the post-Cold War transformations of the international political landscape. This volume--based on an exhaustive reexamination of issues addressed in The Future of the U.S.-Soviet Nuclear Relationship (NRC, 1991)--describes the state to which U.S. and Russian nuclear forces and policies have evolved since the Cold War ended. The book evaluates a regime of progressive constraints for future U.S. nuclear weapons policy that includes further reductions in nuclear forces, changes in nuclear operations to preserve deterrence but enhance operational safety, and measures to help prevent proliferation of nuclear weapons. In addition, it examines the conditions and means by which comprehensive nuclear disarmament could become feasible and desirable.

Book excerpt: One of the fundamental steps in the process of arms control planning and bilateral U.S.-U.S.S.R. negotiations to prevent crises that could lead to nuclear war is the identification of such crises. This report investigates and assesses broad categories of events that could precipitate these crises. The problem is to search for as yet unidentified new categories of events; i.e., categories outside the coverage of the 1971 Agreement, the 1973 Agreement, and areas already studied (or now being studied) by the arms control community or other research and analysis groups.
