Integral to the RMP is the development and use of a Risk Management System (RMS). The RMS is a tool that supports management and monitoring of the project risks. The RMS does not only contain a risk register, but other functionality that allows decision makers, engineering staff, and technology researchers to review and monitor the risks as the project matures.

Book excerpt: The U.S. Department of Energy (DOE) has selected the high temperature gas-cooled reactor (HTGR) design for the Next Generation Nuclear Plant (NGNP) Project. The NGNP will demonstrate the use of nuclear power for process heat, hydrogen and electricity production. The reactor will be graphite moderated with helium as the primary coolant and may be either prismatic or pebble-bed. Although, final design features have not yet been determined. Research and Development (R & D) activities are proceeding on those known plant systems to mature the technology, codify the materials for specific applications, and demonstrate the component and system viability in NGNP relevant and integrated environments. Collectively these R & D activities serve to reduce the project risk and enhance the probability of on-budget, on-schedule completion and NRC licensing. As the design progresses, in more detail, toward final design and approval for construction, selected components, which have not been used in a similar application, in a relevant environment nor integrated with other components and systems, must be tested to demonstrate viability at reduced scales and simulations prior to full scale operation. This report and its R & D TDRMs present the path forward and its significance in assuring technical readiness to perform the desired function by: Choreographing the integration between design and R & D activities; and proving selected design components in relevant applications.

This presentation addresses the four step risk-assessment process needed to determine clear path forward to mature needed technology and design, license, and construct advanced nuclear power plants, which have never been built before, including Small Modular Reactors. This four step process has been carefully applied to the Next Generation Nuclear Plant. STEP 1 - Risk Identification Risks are identified, collected, and categorized as technical risks, programmatic risks, and project risks, each of which result in cost and schedule impacts if realized. These include risks arising from the use of technologies not previously demonstrated in a relevant application. These risks include normal and accident scenarios which the SMR could experience including events that cause the disablement of engineered safety features (typically documented in Phenomena Identification Ranking Tables (PIRT) as produced with the Nuclear Regulatory Commission) and design needs which must be addressed to further detail the design. Product - Project Risk Register contained in a database with sorting, presentation, rollup, risk work off functionality similar to the NGNP Risk Management System . STEP 2 - Risk Quantification The risks contained in the risk register are then scored for probability of occurrence and severity of consequence, if realized. Here the scoring methodology is established and the basis for the scoring is well documented. Product - Quantified project risk register with documented basis for scoring. STEP 3 - Risk Handling Strategy Risks are mitigated by applying a systematic approach to maturing the technology through Research and Development, modeling, test, and design. A Technology Readiness Assessment is performed to determine baseline Technology Readiness Levels (TRL). Tasks needed to mature the technology are developed and documented in a roadmap. Product - Risk Handling Strategy. STEP 4 - Residual Risk Work off The risk handling strategy is entered into the Project Risk Allocation Tool (PRAT) to analyze each task for its ability to reduce risk. The result is risk-informed task prioritization. The risk handling strategy is captured in the Risk Management System, a relational database that provides conventional database utility, including data maintenance, archiving, configuration control, and query ability. The tool's Hierarchy Tree allows visualization and analyses of complex relationships between risks, risk mitigation tasks, design needs, and PIRTs. Product - Project Risk Allocation Tool and Risk Management System which depict project plan to reduce risk and current progress in doing so.

To meet the expectation, construction projects need to be managed through sound risk assessment and management beginning with the front-end of the project life cycle to check the feasibility of a project. The Construction Industry Institute0́9s (CII) International Project Risk Assessment (IPRA) tool has been developed, successfully used for a variety of heavy industry sector projects, and recently elevated to Best Practice status. However, its current format is inadequate to address the unique challenges of constructing the next generation of nuclear power plants (NPP). To understand and determine the risks associated with NPP projects, the goal of this thesis is to develop tailored risk framework for NPP projects that leverages and modifies the existing IPRA process. The IPRA has 82 elements to assess the risks associated with international construction projects. The modified IPRA adds five major issues (elements) to consider the unique risk factors of typical NPP projects based upon a review of the literature and an evaluation of the performance of previous nuclear-related facilities. The modified IPRA considers the sequence of NPP design that ultimately impacts the risks associated with plant safety and operations. Historically, financial risks have been a major chronic problem with the construction of NPPs. This research suggests that unstable regulations and the lack of design controls and oversight are significant risk issues. This thesis includes a consistency test to initially validate whether the asserted risks exist in actual conditions. Also, an overall risk assessment is performed based on the proposed risk framework for NPP and the list of assessed risk is proposed through a possible scenario. After the assessment, possible mitigation strategies are also provided against the major risks as a part of this thesis. This study reports on the preliminary findings for developing a new risk framework for constructing nuclear power plants. Future research is needed for advanced verification of the proposed elements. Follow-on efforts should include verification and validation of the proposed framework by industry experts and methods to quantify and evaluate the performance and risks associated with the multitude of previous NPP projects. Book excerpt: With concerns over global climate change, U.S. policymakers are exploring ways to reduce domestic dependence on coal and natural gas. No new nuclear plants have been ordered since 1978. However, federal and state policies and legislation have attempted to reduce risks to nuclear plant developers or re-allocate them to customers and to improve expected returns from investments in nuclear energy capacity. Past regulatory decisions and court decisions also have implications for cost recovery. Investments in nuclear power plants are irreversible and involve uncertainties during both construction and commercial operation. Uncertainties confronted by developers of merchant plants and price-regulated plants differ due to the regulatory and market paradigm in which these plants operate. Texas and Florida provide useful case studies in their respective policies toward new generation, including nuclear generation. Texas has a largely restructured electricity market, and Florida's power generation is subject to traditional rate-of-return regulation. In particular, the regulatory/market framework affects both the expected returns on investment and the likelihood and timing of the recovery of investments made in nuclear plants. The effectiveness of current federal and state policies will depend on the developers' perceptions of how risks associated with uncertainties during construction (including those uncertainties surrounding changing governmental regulations) affect construction costs, how risks linked to revenue and operating uncertainties during a plant's commercial operation affect the timing and potential for cost recovery, and ultimately how these risks affect the decision to build nuclear plants. These risks undoubtedly matter to developers whose reputations may be affected by the long-term financial viability of such projects. We use an option value model developed by Robert Pindyck (1993) and extend that model to explain the uncertainties facing prospective developers of nuclear plants. We conclude with several observations about strategies states may consider undertaking to mitigate investment risk.

Part of the objectives of the project are to establish the conditions that would govern or enhance the design, licensing, construction and operation of numerous, modular nuclear plants, particularly suited for industrial applications or that could reduce the risk of such projects. A determination is desired regarding whether a multi-module reactor plant can be licensed with a single Nuclear Regulatory Commission (NRC) review, hearing, and safety evaluation report. If it is determined that a multi-modular reactor plant can be licensed under a single review/hearing process, the structure and the duration of the license for each module will also need to be determined. The purpose of this paper is to describe for the NRC the NGNP position on these two issues and obtain either NRC general concurrence or comments on the approach to these issues. While the current NGNP planning provides for only a single reactor module, the project is intended to provide the basis and establish a licensing framework that can be used by future commercial HTGRs and other reactor designs, including a variety of small modular reactor technologies, with configurations reflecting design standardization of multi-module plants. Therefore, it is important to identify a path for addressing these modular reactor plant issues so that the resolution can be factored into the NGNP Project planning. The NGNP position is that a single combined license (COL) application can be submitted for a multi-modular reactor facility, the COL application can undergo a single NRC review/hearing process, and each module should be issued a separate license.

The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.
