Available in PDF, EPUB and Kindle. Book excerpt: The principles and practices for forest harvesting in Indonesia (2000) have been developed to provide a uniform set of minimum standards for logging practices in the production and limited production forests in Indonesia. The provide the standard for WHAT is involved in planning and implementing logging activities in natural forest and WHY certain operations should be undertaken. The Reduced Impact Logging (RIL) guidelines for Indonesia provides the mechanism for HOW the standards will be applied in the field or “how to do the work”. Tractor skidding–mostly by crawlers and skidders–is the most common system (ca. 90%) used in the Indonesian Selective Cutting and Planting (TPTI) System. Considering the fact that familiarity with more environmentally friendly logging system (such as cable and aerial logging) is still lacking in Indonesia, often due to cost, etc., RIL guidelines focus on ground-based harvesting which can be implemented in the lowland and hill forests in Indonesia. Target groups of this guidelines are production supervisors, RIL planners, bolck inspectors, road network planners, road construction supervisors, machine operators, chainsaw operators, tractor operators and their assistants.

Book excerpt: Management decisions on appropriate practices and policies regarding tropical forests often need to be made in spite of innumerable uncertainties and complexities. Among the uncertainties are the lack of formalization of lessons learned regarding the impacts of previous programs and projects. Beyond the challenges of generating the proper information on these impacts, there are other difficulties that relate with how to socialize the information and knowledge gained so that change is transformational and enduring. The main complexities lie in understanding the interactions of social-ecological systems at different scales and how they varied through time in response to policy and other processes. This volume is part of a broad research effort to develop an independent evaluation of certification impacts with stakeholder input, which focuses on FSC certification of natural tropical forests. More specifically, the evaluation program aims at building the evidence base of the empirical biophysical, social, economic, and policy effects that FSC certification of natural forest has had in Indonesia as well as in other tropical countries. The contents of this volume highlight the opportunities and constraints that those responsible for managing natural forests for timber production have experienced in their efforts to improve their practices. As such, the goal of the studies in this volume is to serve as the foundation to design an impact evaluation framework of the impacts of FSC certification of natural forests in a participatory manner with interested parties, from institutions and organizations, to communities and individuals.

Book excerpt: This book presents a synopsis, with an innovative approach, of abundance, types and conditions of work performed in the tropical plantation and natural forests. It covers work of formally and informally employed, and of own-account small-scale forest users, women and children. Activities in tree harvesting are analyzed, also on-site conversion by pitsawing, planting and pruning. The abilities of the workers and their efforts while fulfilling their tasks, resulting in performance and workload, are described with many examples of published studies. Influencing variables from organizational, technical and managerial sides are considered as much as included in the studies. The detailed descriptions demonstrate the methodical state of ergonomic research. For better understanding of the coverage the background of the development of forest work science is described. The lasting influence of Taylorism and the roles of ILO and FAO as well as NGOs, e.g. in certification, are pointed out.

Book excerpt: In September 2013, Indonesia officially signed a Voluntary Partnership Agreement (VPA) to guarantee the legality of all timber products exported to the EU. Under the Indonesian VPA, a timber legality assurance system known as SVLK (Sistem Verifikasi Legalitas Kayu) has already been developed and has been in effect since 1 January 2013 for woodworking, wood panels, and pulp and paper. When the VPA is fully implemented, SVLK will become FLEGT legality license and will meet European Union Timber Regulation (EUTR) requirements for legal timber. The objective of this paper is to analyze the challenges of implementing SVLK in the small-scale forestry sector of Indonesia. The paper also assesses whether a mandatory approach to legality verification will be more effective in terms of assuring legality than voluntary approaches, such as certification. The analysis involved desk-based analysis of government statistics, policy documents, key stakeholder interviews, and field surveys in three major timber-producing provinces of Indonesia — Central Java, East Kalimantan and Papua. The paper discusses a number of challenges facing the implementation of SVLK, among others the cost of timber legality verification, limited societal awareness of SVLK, business legality issues among small-scale enterprises, and high levels of illegality in their timber supply chains. The paper closes by presenting a detailed set of policy options to address the observed challenges.

Available in PDF, EPUB and Kindle. Book excerpt: Since the collapse of Soeharto’s New Order regime in May 1998, Indonesia’s national, provincial, and district governments have engaged in an intense struggle over how authority and the power embedded in it, should be shared. How this ongoing struggle over authority in the forestry sector will ultimately play out is of considerable significance due to the important role that Indonesia’s forests play in supporting rural livelihoods, generating economic revenues, and providing environmental services. This book examines the process of forestry sector decentralization that has occurred in post-Soeharto Indonesia, and assesses the implications of more recent efforts by the national government to recentralize administrative authority over forest resources. It aims to describe the dynamics of decentralization in the forestry sector, to document major changes that occurred as district governments assumed a greater role in administering forest resources, and to assess what the ongoing struggle among Indonesia’s national, provincial, and district governments is likely to mean for forest sustainability, economic development at multiple levels, and rural livelihoods. Drawing from primary research conducted by numerous scientists both at CIFOR and its many Indonesian and international partner institutions since 2000, this book sketches the sectoral context for current governmental reforms by tracing forestry development and the changing structure of forest administration from Indonesia’s independence in 1945 to the fall of Soeharto’s New Order regime in 1998. The authors further examine the origins and scope of Indonesia’s decentralization laws in order to describe the legal-regulatory framework within which decentralization has been implemented both at the macro-level and specifically within the forestry sector. This book also analyses the decentralization of Indonesia’s fiscal system and describes the effects of the country’s new fiscal balancing arrangements on revenue flows from the forestry sector, and describes the dynamics of district-level timber regimes following the adoption of Indonesia’s decentralization laws. Finally, this book also examines the real and anticipated effects of decentralization on land tenure and livelihood security for communities living in and around forested areas, and summarizes major findings and options for possible interventions to strengthen the forestry reform efforts currently underway in Indonesia.

Available in PDF, EPUB and Kindle. Book excerpt: Forests are landscape-embedded complex systems with fates determined by multitudes of changing and interacting factors that are sectoral and extra-sectoral, biophysical and political, predictable and chaotic. The diversity of forest states (e.g. secondary, degraded, fragmented, invaded and managed) and the fact that none of these states is permanent gives reason for hope; even deforestation need not be permanent. With so many forest values recognized to different degrees by different people, the future of tropical production forests is likely to represent an ever-changing mosaic of a gradient of forested-type landscapes. To assure that this future is as environmentally, socioeconomically and politically sound as possible, researchers need to synthesize and evaluate what is known and then build on that knowledge while they continue learning. There is a critical need for interdisciplinary research at appropriate scales with the best designs possible to capture the impacts of relevant silvicultural treatments on the full range of response variables

Book excerpt: This report describes Reduced-Impact Logging (RIL) which will be implemented in the lowland and hill dipterocarp forest of the Bulungan Model Forest project in East Kalimantan, Indonesia. It is anticipated that through the implementation and supervision of the RIL practices described in this document, the timber concession operators (INHUTANI II) can expect to: reduce disturbances to soil and residual vegetation by at least 50% in comparison wiht conventional logging operations where these guidelines are not applied; limit overall direct impacts to the forest to 25%; conserve wildlife and other forest resources, including non timber forest products (NTFPs), threatened and endangered species, keystone plant resources, and water; diminish direct logging costs by at least 15% and protect the long-term integrity and value of the permanent forest estate.
