Book excerpt: Excerpt from Redevelopment of the Boston Waterfront By the first decades of the twentieth century, the utilitarian steamship had replaced the graceful clipper; but more significant to Boston's decline as a prosperous port was the introduction of the railroad and the truck as means of transport. By l930, Boston was no longer a major port, but rather a market for goods transported over land from New York and Baltimore. The relation of use to form in both the wharves and the market place became increasingly obscure. The warehouses along Commercial, India and Long Wharves began to house small manufacturing and storage firms. Although some fishermen remained, most of the fishing and virtually all of the shipping business moved to South Boston. The waterfront was no longer the nerve and energy of Boston's economic center, and the thriving, elegant wharves were deserted and derelict. Although the North End did not lose its life or its charm, it lost its connection to the sea; although it still produces rich aromas of garlic and pasta, the waterfront does not give it life. It remains a tightly knit working class Italian community with a law and a life of its own. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. The Exchange has been developing ideas for water related facilities and public access to bring the inner harbor back into focus as one of Boston's greatest potential assets. Early in 1979, the Exchange drew up and published A Plan for Boston Harbor and a suggested perspective of a revitalized waterfront. This plan obtained the enthusiastic cooperation of Mayor White which led to the funding of the current project by the consortium of interests previously listed. The Exchange is in overall charge of this project, is the recipient of the funds, and provides administra tive support and technical expertise Carl Koch is President of the Exchange and Patricia Wells is an administrative assistant for the project. Book excerpt: Excerpt from Proposal to the City of Boston for the Redevelopment of Parcel Eb-24, 239 Trenton Street, East Boston This development is more difficult to make affordable than some similar projects we have completed for three main reasons: 1) condominium insurance costs have doubled over the past year and a half, 2) underwriters of permanent financing are applying increasingly strict standards with respect to allowable debt and allowable percentage of income available for housing expenses, and 3) construction costs have increased not only in response to market pressures but as a result of more stringent local building requirements for manufactured housing. In order to maximize affordability of this project for households with incomes below 80% of local median levels.
