Desse modo, em uma época de crise e de reforma fiscal, como se tem acompanhado no cenário brasileiro, parece ser extremamente estratégico manter percentuais mínimos e teto para o gasto na saúde, pois em nada penaliza a legislação, caso queiram os gestores assumir um investimento maior nessa área. A dinâmica e a operacionalidade do SUS foram analisadas a partir de três de suas dimensões − a técnica (modelo assistencial), a política (gestão) e a econômica (financiamento) − como elementos indissociáveis para a garantia de direitos universais dessa política. As narrativas feitas em relação à Política de Saúde convergem para o diagnóstico do subfinanciamento como sendo a dificuldade fulcral do SUS para a sua sustentabilidade, enquanto um sistema universal. Nessa tessitura, esta pesquisa apresenta uma narrativa diferente da que é considerada consenso.
