Book excerpt: The recruitment and selection cycle in Oklahoma police departments was surveyed, with attention given to age, education, physical requirements, character, psychology testing, physical agility, and background investigation. The survey was restricted to Oklahoma cities with a population of 10,000 or more. A letter, accompanied by a questionnaire, was sent to 34 cities to request information about police recruitment and selection practices as of 1975. Response to the questionnaire after two mailings resulted in the return of 25 questionnaires, with 73.5 percent responding with at least partial information. It was evident from the survey findings that police departments relied on some form of local media to advertise job openings. Although most cities engaged in some form of active recruitment using available media, a large proportion indicated no active recruitment program. Most cities required applicants to be at least 21 years old when making application. Considering applicants up to 55 years of age seemed to be an exception. Among the most prevalent criteria for police selection was a high school diploma. A slow trend toward higher educational standards was associated with increased professionalization of the law enforcement community. Height and weight requirements, and minimum visual acuity were common features of police selection standards; moral character and prior felony and misdemeanor convictions were other criteria used to evaluate police applicants. Examinations administered to applicants include general and psychological, polygraph, and physical agility testing. Background investigations were conducted by all police departments. The final phase of processing applicants prior to selection involved oral boards or interview settings. Supporting data and a bibliography are included. The survey letter and questionnaire are appended.

Available in PDF, EPUB and Kindle. Book excerpt: Recruitment and selection were always considered as one of the most critical functions of success and performance in both the private and the public sectors. In a rapidly changing environment and with the increased customer demands, it is not likely that a company or organization that ignores its environment and overlooks revising its policies including recruitment would survive or sustain efficiency. This study identifies the determinants involved in recruitment and selection practices in law enforcement agencies and their importance to the rapidly changing profession in the US. This study examines the logic behind recruitment practices and how they effect decisions in police departments. The moving point to research these arguments is analyzing the selection techniques used in police departments. Unlike other studies that focus on analyzing which selection method(s) is best in predicting how to recruit good police officer (for a compilation of such studies on law enforcement selection, a good resource is "Research in Law Enforcement Selection" by Michael G. Aamodt), this study tries to understand what factors affect using more or less selection tools assuming that using more diverse selection tools helps identify more aspects of an individual which in turn serves police departments better to have more qualified officers. The findings from this research suggest that police departments are aware of the importance of external forces and value organizational change and as such they adapt their structures including their recruitment policies to external demands. At the same time, some internal factors also seem to have a significant role in recruitment decisions.

Book excerpt: A survey of city and county police agencies with 500 or more sworn officers formed the basis of an analysis of current practices regarding the recruitment, selection, and police academy and field training of police officers in the United States; comparisons are made with approaches used in the United Kingdom. Responses came from 72 of the approximately 80 departments surveyed. Information was gathered on the population and ethnic composition of the area served, social problems, crime rates, police employment and expenditures, the characteristics of the police force, methods of recruitment, applicants and selection procedures, time devoted to training in each subject area, and the characteristics of field trainers and training programs. Results showed that police agencies in the United States have diverse organizational structures and procedures in contrast to the situation in the United Kingdom. However, societal changes and resource limitations make it crucial for police managers to establish regular communication to share knowledge, experience, and data. National organizations, university criminology departments, and other channels exist to promote this communication. A computerized database containing information from each police agency would be a useful way to promote this communication. Tables, survey instrument, and addresses of responding agencies.

Book excerpt: The recruitment and selection of exceptional personnel are critical to a police department achieving its mission; however, agencies nationwide are experiencing difficulty finding and retaining qualified officers. This book provides a systematic approach to successful employee recruitment in both law and enforcement and criminal justice agencies. The text discusses in detail the legal environment and necessity to develop a diverse workforce. It further outlines the need, benefits, and steps for identifying a department's core values, conducting an organizational assessment, and completing a staffing analysis, which provides the foundation for reducing turnover and improving recruitment and retention. The text offers the means to identify an agency's labor market and tailor recruitment efforts accordingly. Also explored is the need to market a department and develop an employer brand, along with developing a relationship with the media. A variety of recruitment techniques are presented, including referral systems, poaching, electronic and print media, and career fairs. A special section is included for improving minority and female recruitment. The text identifies the factors attributable to high levels of attrition and outlines actions to build a strong organizational culture and slow the churn of turnover. The text also focuses on the mentoring process to guide employees through the various stages of their career. While the concepts of the book are theoretically based, emphasis is placed on reliable, practical, and effective solutions for addressing the issues of recruitment, retention, and turnover of police personnel.
