The developed plan identified specific activities for each month and included such things as working with teachers and administrators in the elementary school, planned interactions between middle school director and elementary school students, community involvement and performance opportunities. With the implementation of a well-developed plan, music educators develop and maintain a successful comprehensive program for students to grow, develop, and foster musicianship.

Participants were four urban school band directors and two urban school administrators. The directors were purposely selected based upon having successful and well-known band programs in schools that exhibited characteristics common to urban schools, including (a) a large percentage of low-SES students, (b) low, mean standardized test scores for students, (c) limited parental involvement in the band program, and (d) constrained budgets to support the band program. A survey and interviews were used to collect data on the teachers, their programs, and their administrators. Interview questions were developed based upon a review of literature and research questions regarding strategies used to recruit and retain students within urban school band programs. Using a semi-structured format, directors were interviewed to learn about their background in music, education, and current teaching situation. Two administrators were also interviewed regarding their perceptions of the recruitment and retention of students in the band programs in their school. Each band director participant described similar approaches to recruitment and retention, utilizing techniques such as demonstration concerts, informational handouts, testing of students on instruments, and holding a recruitment night for parents. They also noted the importance of administrative and parental support.

As part of this capstone project, a twelve-month plan for recruitment, retention, and advocacy was created, grounded in the research and pedagogical literature in music education. The plan outlines strategies such as frequent contact with new recruits and their parents, positive student-teacher relationships with current students, and providing culturally relevant performances that meet the community's expectations. All of the findings are applicable to strategically improving the quality and quantity of the band program in the Valley Park, Missouri school district.

In the research, the obstacles found were financial constraints, family priority, and academics. The socioeconomic factor plays a significant role in students joining or staying in a band program. This qualitative historical study examined past patterns to understand the band curriculum's role in recruiting and retaining these students. With an understanding of the role of curriculum in the past, this study offers an outline of a curriculum approach to attract and retain impoverished minority students. The curriculum design followed the ADDIE method, including analysis, design, development, implementation, and evaluation. The research found that the curriculum choices should be culturally relevant, repertoire selected by students, and have varying genres.

A review of literature provided information on the characteristics of urban culture, the needs of music education in urban schools, culturally relevant teaching, diversified teacher preparation, the recruitment and retention of urban teachers, and profiles of successful urban teachers. Both quantitative and qualitative research methods were used to provide a more detailed and comprehensive analysis of teacher perspectives. A survey questionnaire was sent to music educators in the Atlanta Public School system (N = 70). In addition, urban music educators (n = 6) were interviewed to gain additional insight regarding the specific challenges and practices of urban educators. Results of the study indicated that: -Although a major challenge is present in the need to address cultural differences and connect with the students, teachers value the opportunity to instill the values experienced in musical performances0́4teamwork and the belief that success is possible through hard work and perseverance.-Successful urban teachers set boundaries and remain consistent in their daily expectations and procedures0́4while letting students know that they genuinely care about them.-Music teacher education programs should ensure that all graduates are well prepared to teach in an urban environment and have been exposed to diverse types of school populations.
