Book excerpt: Lee, Chan and their contributors analyse the different kinds of soft power deployed by Taiwan in its bid to strengthen its relations with its neighbours in Southeast Asia. Despite not having formal diplomatic relations with Southeast Asian countries after their diplomatic recognition of the People’s Republic of China decades ago, Taiwan continues to be a key economic and socio-cultural partner for the region at large. Successive administrations in Taiwan from the Chen to Tsai eras have circumvented the long-standing absence of diplomatic recognition with the diffusion of soft power ─ shaping what others want with attractiveness ─ through the utilization of its existing economic and socio-cultural links with Southeast Asian countries. While such soft power diffusion contributes to Taiwan’s triple quests for legitimacy as a member of international community, status as a constructive actor in the region and long-term economic prosperity for the island-state, the emergence of China as an economic superpower in the 21st century has significantly challenged such quests from Taipei. The contributors to this volume examine both the intentions and the reception of Taiwan’s approach to the nations of ASEAN. An essential read for students and researchers investigating the impact and limitations of soft power in foreign policy.

Book excerpt: !DOCTYPE html PUBLIC "-//W3C//DTD HTML 3.2//EN" meta name="generator" content="HTML Tidy, see www.w3.org" In November 1997, the world media converged on Vancouver to cover the Asia-Pacific Economic Cooperation summit. The major news story that emerged, however, had little to do with the crisis unfolding in the Asian economies. At the UBC campus, where the APEC leaders' meeting was held, a predictable student protest met with an unusually strong police response. A crowd of students was pepper-sprayed, along with a CBC cameraman. The dramatic video footage of the incident that appeared on the evening news shocked Canadians. The use of noxious chemicals to attack non-violent protesters somehow seemed un-Canadian. It looked more like something that police and soldiers in less democratic countries would do. Other news stories developed. Two dozen law professors wrote to Prime Minister Chrétien to report that a number of serious constitutional violations that had taken place on campus. One protester, held for fourteen hours for displaying a sign saying "Free Speech," initiated legal proceedings. Other lawsuits followed. The RCMP and the government of Canada were named as defendants, and a public inquiry was launched. A central issue was whether the Prime Minister's officials gave orders of a political nature to the police that resulted in law-abiding citizens being assaulted and arrested. But why all the fuss? So what if the Prime Minister gave orders to the police? The contributors to Pepper in Our Eyes maintain that the "so what" question is of vital importance. The events at APEC raised serious questions about constitutional principle, the role of police in a democratic society, public accountability, and the effects of globalization on rights and politics. The contributors, experts in a variety of fields, draw upon their knowledge to explain -- in plain English -- the background issues and the values at stake. Some of the authors, such as Gerald Morin, chair of the first RCMP Public Complaints Commission, and CBC journalist Terry Milewski, had a direct connection with the APEC affair. By getting at the fundamental issues behind the APEC affair, Pepper in Our Eyes seeks to raise our civic consciousness. It shows that there was much more at stake that day than the questionable use of pepper spray. The Hughes Report Special Feature Selected as a BC Book for Everybody

Available in PDF, EPUB and Kindle. Book excerpt: This book provides readers with rich context and detailed description leading to new perspectives on major historical events in China. Positioned as a thought leader and highly acclaimed arts professional in China, the author is able to give a historical account of China’s twentieth century that is richly informed by its valent fields of political economy and cultural studies. Western readers' knowledge of China’s twentieth century remains based on pioneering research of modern scholars such as Fairbank and Jonathan Spence. In recent years, however, it is rare to see a complete history of China spanning the nineteenth and twentieth centuries which also includes the first two decades of the twenty-first century. This book contributes new narrative and perspective to this span of history. Now, as the Sino-US trade conflict makes dramatic impact on a post-COVID global economy, readers have the need for a fresh understanding of how China came to be what it is today. The author’s groundbreaking work provides new insight provided by newly uncovered sources explaining how China came to be what it is today from a cultural and sociological perspective, in a historical mode.

Book excerpt: The Asia-Pacific Economic Cooperation (APEC) grouping is the first comprehensive economic arrangement to link countries from around the Pacific Rim. Since its establishment in 1989, APEC has graduated from a ministerial-level gathering of nine countries to an institution that stages annual summits, has a permanent secretariat, and whose twenty-one members have committed themselves to establishing free trade in the region. A decade after its foundation, however, members have been increasingly frustrated with the grouping's progress. In this timely book, John Ravenhill examines the reasons for APEC's establishment, its evolution, and the causes of its failures. His conclusions address central questions in international relations about international collaboration and regionalism. The book will interest all those concerned with broader questions about regional economic and political cooperation.
