L'action sociale est pour eux un champ de réflexion, une source de questionnements et d'intervention. Les auteurs de l'ouvrage ont mis en commun la variété de leurs expériences et de leurs réflexions, pour considérer conjointement le social et l'économique. Ils décrivent la production des règles qui fondent l'intervention publique dans le domaine social et montrent que cette production répond à une logique politique qui n'exclut pas le jeu des acteurs économiques. Ils présentent l'importance des questions sociales et des modalités de leur prise en charge dans l'économie française actuelle. Ils insistent enfin sur l'utilité que soient faits des choix politiques d'investir dans l'action sociale.
