It was a non-typical training manual filled with personal stories of intrigue and even games. His successful defense of Mafeking (1899-1900) in South Africa made Baden-Powell a well-known national hero in Britain. But what completely surprised Baden-Powell was that his book was eagerly taken up by teachers and youth groups to help organize outdoor activities and sport. He eventually embraced the idea of adapting his work into a new youth-oriented book, Scouting for Boys (1908) which went on to sell approx. 150 million copies to date. It was that follow-on book that firmly launched the international Boy Scouts movement. Aids to Scouting contains sections on the characters of a scout, as well as practical advice on observation, stealth/camouflage, map reading, sketching, tracking, reporting and care of horses. It presents these topics is a simple conversational style that makes it easy to read, and is illustrated with personal anecdotes of military adventures by the author. It gives scholars clear insights into his mindset and beliefs that served him well in the siege of Mafeking and shows a clear lineage to the formation of the tenets of his formation of the Boy Scouts. They led missions deep into contested territory, tracked resisting bands, spearheaded attacks against enemy camps, and on more than one occasion saved American troops from disaster on the field of battle. In War Party in Blue, Mark van de Logt tells the story of the Pawnee scouts from their perspective, detailing the battles in which they served and recounting hitherto neglected episodes. Employing military records, archival sources, and contemporary interviews with current Pawnee tribal members—some of them descendants of the scouts—Van de Logt presents the Pawnee scouts as central players in some of the army's most notable campaigns. He argues that military service allowed the Pawnees to fight their tribal enemies with weapons furnished by the United States as well as to resist pressures from the federal government to assimilate them into white society. According to the author, it was the tribe's martial traditions, deeply embedded in their culture, that made them successful and allowed them to retain these time-honored traditions. The Pawnee style of warfare, based on stealth and surprise, was so effective that the scouts' commanding officers did little to discourage their methods. Although the scouts proudly wore the blue uniform of the U.S. Cavalry, they never ceased to be Pawnees. The Pawnee Battalion was truly a war party in blue.

The principal audiences for FM 3-98 are commanders, leaders, and staffs responsible for the planning, execution, or support of reconnaissance and security operations as well as instructors charged with teaching reconnaissance and security operations. Doctrine consists of fundamental principles that describe how to fight. At the tactical level, doctrine consists of authoritative principles concerning how to execute reconnaissance and security operations as part of Army and joint operations that require professional military judgment in their application. Importantly, our doctrine must describe how brigade combat teams (BCT) and subordinate units combine the capabilities of various arms into cohesive, combined arms, air-ground teams and provide a clear description of how to execute reconnaissance and security operations. This publication provides the commander and staff of Cavalry formations with doctrine relevant to Army and joint operations. This publication explains how effective reconnaissance and security operations generate depth, allow commanders reaction time and maneuver space, fight for information and collect information through stealth, protect against surprise, ease the forward movement of follow-on forces, and provide commanders with flexibility and adaptability. The doctrine described in this publication is applicable across unified land operations. The previous proponent manual for Cavalry Operations was FM 3-20.96, published 12 March 2010, which included operational considerations. This publication provides doctrinal guidance for all formations assigned to the ABCT, the IBCT, and SBCT. The following is a summary of each chapter in the manual: Chapter 1 addresses the role of Cavalry in unified land operations and Cavalry organizations. Chapter 2 discusses understanding the threat, potential threat groups and threat characteristics. Chapter 3 addresses the operational environment, shaping, engaging, and influencing outcomes, and consolidating gains. Chapter 4 highlights the updated concepts of mission command in relation to commander's reconnaissance and security guidance, the operations process and information collection. Chapter 5 begins with an overview, followed by a detailed discussion of the fundamentals of reconnaissance, forms of reconnaissance, and reconnaissance handover. Chapter 6 begins with an overview, followed with the fundamentals of security operations, counterreconnaissance, and the forms of security. Chapter 7 provides a short overview and then devotes a section to reconnaissance and security stability planning, stability principles and frameworks, and stability tasks.
