Book excerpt: Disposition of electric vehicle (EV) batteries after they have reached the end of their useful life is an issue that could impede the widespread acceptance of EVs in the commercial market. This is especially true for advanced battery systems where working recycling processes have not as yet been established. The DOE sponsors an Ad Hoc Electric Vehicle Battery Readiness Working Group to identify barriers to the introduction of commercial EVs and to advise them of specific issues related to battery reclamation/recycling, in-vehicle battery safety, and battery shipping. A Sub-Working Group on the reclamation/recycle topic has been reviewing the status of recycling process development for the principal battery technologies that are candidates for EV use from the near-term to the long-term. Recycling of near-term battery technologies, such as lead-acid and nickel/cadmium, is occurring today and it is believed that sufficient processing capacity can be maintained to keep up with the large number of units that could result from extensive EV use. Reclamation/recycle processes for midterm batteries are partially developed. Good progress has been made in identifying processes to recycle sodium/sulfur batteries at a reasonable cost and pilot scale facilities are being tested or planned. A pre-feasibility cost study on the nickel/metal hydride battery also indicates favorable economics for some of the proposed reclamation processes. Long-term battery technologies, including lithium-polymer and lithium/iron disulfide, are still being designed and developed for EVs, so descriptions for prototype recycling processes are rather general at this point. Due to the long time required to set up new, full-scale recycling facilities, it is important to develop a reclamation/recycling process in parallel with the battery technologies themselves.

Since the early 1990s, the US Department of Energy has sponsored the ad hoc advanced battery readiness working group to review this and other possible barriers to the widespread use of EVs, such as battery shipping and in-vehicle safety. Regulation is currently the main force for growth in EV numbers and projections for the states that have zero-emission vehicle (ZEV) programs indicate about 200,000 of these vehicles would be offered to the public in 2003 to meet those requirements. The ad hoc Advanced Battery Readiness Working Group has identified a matrix of battery technologies that could see use in EVs and has been tracking the state of readiness of recycling processes for each of them. Lead-acid, nickel/metal hydride, and lithium-ion are the three EV battery technologies proposed by the major automotive manufacturers affected by ZEV requirements. Recycling approaches for the two advanced battery systems on this list are partly defined, but could be modified to recover more value from end-of-life batteries. The processes being used or planned to treat these batteries are reviewed, as well as those being considered for other longer-term technologies in the battery recycling readiness matrix. Development efforts needed to prepare for recycling the batteries from a much larger EV population than exists today are identified.

It is important to develop a system that can facilitate sorting by chemistry. The recycler is interested in the chemistry of the RESS. This is true for the recyclers of Lead Acid, Lithium Ion, Nickel Cadmium etc.Thus recyclers of RESS will receive RESS from automotive, commercial, and industrial applications. These RESS have the potential to be contaminated with a RESS of an incompatible chemistry. It is recognized that mitigation methods to reduce or eliminate the introduction of incompatible chemistries into a given recycling stream would also benefit safety and the environment. Automotive manufacturers and other industries are increasingly reliant on energy storage technologies other than lead acid batteries. The introduction of these other energy storage technologies into the existing used lead acid battery (ULAB) waste and recycling stream presents challenges to recyclers that will require development of universal mechanisms for sorting the different technologies to prevent safety and environmental hazards, cross contamination, regulatory noncompliance, and negative economic impact to manufacturers and recyclers. To complicate the situation, some of these batteries may be packaged in similar or identical form factors and may even contain multiple technologies/chemistries within a single package. It is also recognised that batteries entering the waste stream may be partly dismantled or whole, presenting the recycler with a wide variety of forms of battery casings, parts, and combinations of chemistries. Methods developed for addressing these issues will also need to consider legacy energy storage systems that may end up in the waste and recycling stream.
