Book excerpt: Excerpt from Reciprocity Treaties With Latin America: Message of the President of the United States and Letter of the Secretary of State Submitting the Recommendations of the International American Conference To the Senate and House of Representatives: I transmit herewith, for your information, a letter from the Secretary of State, inclosing a report of the International American Conference, which recommends that reciprocal commercial treaties be entered into between the United States and the several other Republics of this hemisphere. It has been so often and so persistently stated that our tariff laws offered an insurmountable barrier to a large exchange of products with the Latin American nations, that I deem it proper to call especial attention to the fact that more than 87 per cent, of the products of those nations sent to our ports are now admitted free. If sugar is placed upon the free list, practically every important article exported from those States will be given untaxed access to our markets, except wool. The real difficulty in the way of negotiating profitable reciprocity treaties is, that we have given freely so much that would have had value in the mutual concessions which such treaties imply. I can not doubt, however, that the present advantages which the products of these near and friendly States enjoy in our markets - though they are not by law exclusive - will, with other considerations, favorably dispose them to adopt such measures, by treaty or otherwise, as will tend to equalize and greatly enlarge our mutual exchanges. It will certainly be time enough for us to consider whether we must cheapen the cost of production by cheapening labor, in order to gain access to the South American markets, when we have fairly tried the effect of established and reliable steam communication, and of convenient methods of money exchanges. There can be no doubt, I think, that with these facilities well established, and with a rebate of duties upon imported raw materials used in the manufacture of goods for export, our merchants will be able to compete in the ports of the Latin American nations with those of any other country. If after the Congress shall have acted upon pending tariff legislation it shall appear that, under the general treaty-making power, or under any special powers given by law, our trade with the States represented in the Conference can be enlarged upon a basis of mutual advantage, it will be promptly done. Book excerpt: A hundred years ago, the United States first projected itself onto the international stage, hoping to stake out a sphere of influence in Latin America just as the largest of Latin American countries, Brazil, ending a 67-year-long monarchical regime, struggled to redefine its relationship to the world economy. Debates raged between liberals and corporatists, between free traders and protectionists. When the trajectories of these two unequal giants collided, their interaction revealed much about the international economic and political affairs of their day that bears upon the debates surrounding today’s "new world order.” The book begins by examining the Blaine-Mendonca Accord of 1891, the first commercial pact ever signed between Brazil and the United States, thus beginning a special relationship that lasted into the 1970’s. This is the first study of U.S.-Brazilian relations that seriously examines the internal politics and economics of both countries and how they played themselves out in the late nineteenth century. The author attempts a new kind of international history, comparative political economy, that examines not only internal dynamics but also the nature of the international regime at the time.

Book excerpt: Providing a concise, balanced and incisive analysis of US diplomatic relations with Latin America from 1776 to the end of the twentieth century, this timely work explores central themes such as the structure of international relations, and the pursuit of American national interest by the use of diplomacy, cultural imperialism and economic and military power. Joseph Smith examines: * the rise of the USA as an independent power * its policy towards Latin-American movements for independence * the evolution of the Monroe Doctrine * pan-Americanism * dollar diplomacy * the challenge of communism. Highlighting Latin American responses to US policy over a significant time span, the study documents the development of a complex historical relationship in which the United States has claimed a pre-eminent role, arousing as much resentment as acquiescence from its southern neighbours. Including a timely discussion of the current issues of debt, trade and narcotics control, this unique and valuable study will be of interest to all those with an interest in US and Latin American international relations.
