Book excerpt: The dynamic environment of the post-Cold War era has increased the probability that the United States will be called upon more frequently to use military personnel in untraditional, noncombat missions. In his January 1994 report to the President and Congress, Secretary of Defense William J. Perry stated: "The fundamental foreign policy goal of the United States is a stable world order in which democratic values and free trade can flourish." The evolving multipolar world, with its border disputes and ethnic, tribal, and religious conflicts, jeopardized the United States' interests in regional security, democratic freedoms, free markets, and human rights. Historically, governments have utilized their armed forces as instruments of national power in order to achieve political objectives. Today, the US and other nations continue to supplement their political, economic, and informational instruments of national power with use of their military forces through what are broadly termed "peace operations" or "Operations Other Than War." Unlike its counterparts in other nations, the US military has a unique asset which can enhance the success of peace operations. This asset is the Civil Affairs units which are specially trained to support the civil-military aspects of missions during either wartime or peacetime. This paper will discuss the United States use of Army Civil Affairs elements in the peace operations recently undertaken in Somalia and Rwanda plus a limited synopsis of the recent deployment to Haiti. First, it will provide an overview of emerging military doctrine and definitions of peace operations and operations other than war. It will include a brief review of the types of military activities in these operations and the complex environments in which they occur. Second, this paper will briefly review recent historical examples of US involvement in peace operations. This will be followed by a review of the organization, roles, and capabilities of Army Civil Affairs (CA) elements. Next, an overview of US military involvement in the recent missions in Somalia, Rwanda, and Haiti will follow. This discussion will include a summary of the utilization of CA elements in these operations. Finally, recommendations will be offered to strengthen planning and preparation for future military support of peace activities.

This research applies the concepts embodied in the principles of MOOTW with three MOOTW models; the Range of Military Operations Model developed by the U.S. Army, the Crises and Lesser Conflicts Model developed by Rand researchers Carl H. Builder and Theodore W. Karasik, and the MOOTW Characteristics Model developed by RAND researchers Jennifer M. Taw and John E. Peters.

Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces). The report concludes with specific recommendations regarding Army doctrine, training, equipment, and force structure.

Ongoing peace operations in Iraq and Bosnia, in particular, are producing an operations tempo unprecedented in peacetime. This optempo is stressing people and equipment, making it difficult for the United States Air Force (USAF) to prepare fully for potential combat operations in major regional conflicts. Beyond these current challenges, it is also likely that the USAF will be called upon to take on new MOOTW tasks over the next decade or so. The objectives of this study were threefold: (1) to help the USAF better understand the effects of current MOOTW on training and readiness, (2) to explore some options to reduce those effects, and (3) to propose new concepts of operation to enhance USAF capabilities to accomplish future MOOTW tasks. This report should be of interest to USAF planners and operators in the Air Staff, Major Command, and Numbered Air Force Headquarters and operational units, as well as to students of air and space power in the other services and the broader defense community.
