In conflicts large and small, however, insurgents frequently take and hold territory, establishing sophisticated systems of governance that deliver extensive public services to civilians under their control. From police and courts, schools, hospitals, and taxation systems to more symbolic expressions such as official flags and anthems, some rebels are able to appropriate functions of the modern state, often to great effect in generating civilian compliance. Other insurgent organizations struggle to provide even the most basic services and suffer from the local unrest and international condemnation that result. Rebel Rulers is informed by Zachariah Cherian Mampilly's extensive fieldwork in rebel-controlled areas. Focusing on three insurgent organizations—the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, the Rally for Congolese Democracy (RCD) in Congo, and the Sudan People's Liberation Movement/Army (SPLM/A) in Sudan—Mampilly's comparative analysis shows that rebel leaders design governance systems in response to pressures from three main sources. Despite its isolation and the lack of important land battles, the state made a contribution to the Confederate war effort far out of proportion to its small population. Rebel leaders quickly came to regard Florida as an abundant source of foodstuffs. The state became a major supplier of salt, beef, pork, and corn both for the rebel forces and for many civilians. Cattle in particular were driven northward in large numbers, providing rations for Confederate troops from Chattanooga to Charleston. Unfortunately, however, senior officials in the field and in Richmond often held unrealistic expectations about the volume of supplies Floridians could actually deliver. These same authorities for the most part also failed adequately to defend this crucial food source, a factor that may have accelerated the Confederacy's ultimate disintegration.

From the mid-2000s, liberalising reforms saw accelerating levels of poverty among workers, often paid as low as $20 per day. Instead of ‘opportunity’, workers faced the prospect of indefinite economic exile, the unending drudgery of hard labour, and a constant struggle to make ends meet. But in 2011, revolution came to Syria. Rural towns and villages exploded in revolt, but even those workers who remained in Beirut found means to protest at a distance.
