Book excerpt: The United States Coast Guard is a unique instrument of national security because of its multi-mission character as an armed force, law enforcement agency, and regulatory agency for maritime transportation. This multi-mission character is more relevant since the terrorist attacks of September 11, 2001, and as the Coast Guard undertakes its assigned role as the Lead Federal Agency for Maritime Security. The Coast Guard faces major challenges in executing its responsibilities and must leverage the capabilities of its specially trained boarding teams, small boat security forces, and hazardous materials response teams. However, the operational control, training, and doctrine of these specially trained forces are unfortunately fragmented. Furthermore, shipping is an inherently global venture, with thousands of ships operating under flags of convenience with little or no oversight by their national registries. Moreover, ports have traditionally been open to ensure the free flow of goods in international commerce. While major efforts are being undertaken to shore up international port security, many nations do not have the infrastructure, oversight, or response capability necessary for meaningful improvements. These realities require the Coast Guard to have a robust international program for cooperative security training and joint operations that can best be executed by an enhanced maritime capability, not unlike those forces conducting foreign internal defense and civil affairs assigned to the U.S. Special Operations Command (USSOCOM). Drawing on the precedent set by USSOCOM, this paper therefore advocates consolidating Coast Guard enhanced maritime capabilities under a central command - to be called the Coast Guard Enhanced Maritime Capabilities Command (CGEMCC) - as a more effective and efficient means of projecting the elements of national power. The paper also considers whether these capabilities should be further developed into a true Special Operations Force (SOF) for integration into USSOCOM, but ultimately concludes that it is premature to do so because the potential disadvantages and legal complexities are too great. However, the CGEMCC should maintain an active liaison with USSOCOM to promote greater interoperability and to begin a dialogue on what potential gaps and seams the Coast Guard could fill for SOF.

This report addresses the extent to which (1) DHS and the Coast Guard have implemented IOCs, (2) port partners use WatchKeeper and the Coast Guard has facilitated its use to enhance IOC capabilities, and (3) the Coast Guard has adhered to established guidance in defining WatchKeeper requirements and its associated cost and schedule. GAO analyzed laws and documents, such as implementation plans, and interviewed Coast Guard and port-partner officials at the first four sectors (field locations) where WatchKeeper was implemented. The results of the four sector visits are not generalizable, but provide insights."

Book excerpt: The Coast Guard's fiscal year 2007 budget request totals $8.4 billion, an increase of 4 percent ($328 million) over the approved budget for fiscal year 2006 and a slowing of the agency's budget increases over the past 2 fiscal years. This testimony, which is based on both current and past GAO work, synthesizes the results of these reviews as they pertain to the following: - meeting performance goals, - adjusting to added responsibilities, - acquiring new assets (especially the Deepwater program-to replace or upgrade cutters and aircraft, and the Rescue 21 program-to modernize rescue communications), and - meeting other future challenges. According to the Coast Guard, the agency's fiscal year 2005 performance, as self-measured by its ability to meet program goals, was the highest since the terrorist attacks in September 2001. Even with the need to sustain new homeland security duties, respond to particularly destructive hurricanes, and cope with aging assets, the Coast Guard reported meeting or exceeding performance targets for 7 of 11 mission programs, and it anticipates meeting the target for 1 more program once final results for the year are available. In particular, based on our discussions with Coast Guard and other officials, as well as our review of pertinent documents, the Coast Guard's response to Hurricane Katrina highlighted three elements key to its mission performance: a priority on training and contingency planning, a flexible organizational structure, and the agency's operational principles. Three organizational changes appear to be helping the Coast Guard adjust to added responsibilities. First, according to agency officials, a realigned field structure will allow local commanders to manage resources more efficiently. Second, according to the Coast Guard, a new response team for maritime security is expected to provide greater counterterrorism capability. Finally, new and expanded partnerships inside and outside the federal government have the potential to improve operational effectiveness and efficiency. While some progress in acquisition management has been made, continued attention is warranted. Within the Deepwater program, additional action is needed before certain past recommendations can be considered as fully implemented. Also, the program recently had difficulties in acquiring Fast Response Cutters to replace aging patrol boats. For the Rescue 21 program, deficiencies in management and oversight appear similar to those that plagued the Deepwater program, leading to delays and cost overruns, and demonstrating that the Coast Guard has not translated past lessons learned into improved acquisition practices. Two additional future challenges also bear close attention: deteriorating buoy tenders and icebreakers that may need additional resources to sustain or replace them, and maintaining mission balance while taking on a new homeland security mission

For the next eight years, this Revenue Marine (later called the Revenue Cutter Service) was the Nation's only naval force and was soon assigned military duties. Over time, the Revenue Cutter Service merged with or absorbed other federal agencies. The Service acquired new responsibilities based upon its ability to perform them with existing assets and minimal disruption to its other duties. In some cases, the Service absorbed other agencies because their maritime responsibilities were seen as intersecting with or complementing its own. The result is today's U.S. Coast Guard-a unique force that carries out an array of civil and military responsibilities touching every facet of the maritime environment of the United States. The Coast Guard's distinct blend of authorities, capabilities, competencies, and partnerships provide the President, Secretary of Homeland Security, Secretary of Defense, and other national leaders with the capabilities to lead or support a range of operations to ensure safety, security, and stewardship in the maritime domain. The interrelated nature of the Coast Guard's missions and culture of adaptability provides the Service with the ability to rapidly shift from one mission to another as national priorities demand. The true value of the Coast Guard to the Nation is not in its ability to perform any single mission, but in its versatile, highly adaptive, multi-mission character. Coast Guard Publication 1 (Pub 1) explains who we are and what we do. It describes the fundamental roles and forces of today's Coast Guard. In keeping with our military nature, Pub 1 is consistent with Joint Publication 1 (JP 1), which is the capstone doctrine for unified action by the Armed Forces of the United States. It also aligns with Naval Doctrine Publication 1 (NDP 1), which describes how the U.S. Naval Services operate as an integrated force across a range of military operations. However, while we are a military service and a branch of the Armed Forces of the United States at all times, defense readiness is only one of the Coast Guard's missions. Pub 1 describes the full spectrum of our Service responsibilities. This document traces our history to explain how the Coast Guard acquired its diverse mission set. It explains the unique characteristics and qualities-derived from our history, roles, and missions-that collectively define who we are. Finally, it lays out principles of operations that flow from our particular organizational nature and identity. In other words, it also describes how we do things. The principles of operations discussed in this publication are Coast Guard doctrine; rooted in our history and distilled from hard won experience, they are fundamental concepts that guide our actions in support of the Nation's objectives. They provide a shared interpretation of the past and a common starting point for thinking about future directions. Together with training and experience, this shared outlook leads to disciplined action. Because this doctrine is rooted in history, it is enduring. But it also evolves in response to changes in the geo-political and strategic landscape, lessons from current operations, and the introduction of new technologies. Doctrine influences the way policy and plans are developed, forces are organized, trained and employed, and equipment is procured and maintained. In both its daily operations, and especially during incident management activities, the Coast Guard must balance the sometimes competing interests of stakeholders such as commerce, recreation, fisheries, energy, and the environment. Today's environment includes a 24-hour news cycle, increased demands from decision makers, and higher expectations from the public to assist potential victims and make response decisions that are in America's best interest. Traditional response activities, focused on achieving successful resolution of the incident, with minimal adverse consequences and rapid restoration of public services, may not sufficiently address the strategic considerations of crisis response. National public, media, and political interest demand coequal consideration of information flow, both to local media and to Coast Guard leaders who, though not directly involved in the response, span the border between the incident and the larger "event: ' To provide for the needs of the Nation, the Coast Guard must plan and conduct its activities with an understanding of our mission, our external environment, how we operate and our statutory authorities, capabilities, competencies and partnerships. The Coast Guard must be a forward leaning, engaged organization ready with appropriate resources, confident in its contingency plans, and able to clearly communicate its response actions and capabilities to the public. Flexibility and proficiency, gained through preparedness activities, readies the Coast Guard for unexpected challenges.

Book excerpt: This paper examines the Coast Guard's historic participation in special operations and posits a requirement for the Coast Guard to designate a special operations force today -- Coast Guard SOF. Lieutenant Commander Bowen advances a timely argument for the formation of Coast Guard SOF units, at a time when USSOCOM is under pressure to expand SOF capabilities. Bowen argues that the Coast Guard has considerable experience fighting terrorists, insurgents, and criminal networks. These are the same threats that USSOCOM seeks to thwart by means of its global campaign plan to synchronize the counterterrorism efforts of the Department of Defense. He points out that Title 46 of the U.S. Code established the Coast Guard's Maritime Safety and Security Teams to respond to terrorist activity. These teams are a rapid response force capable of deployment in response to various threats against seaports and waterways, and they provide protection for strategic shipping, high-interest vessels, and critical infrastructure. Plus, Coast Guard teams are active on the high seas as well. With its maritime assets fully committed, augmentation by properly trained and assimilated Coast Guard SOF could advance USSOCOM capabilities in difficult mission areas. Bowen suggests that forces of a CG SOF component could fill the gap he finds in maritime control and interdiction. While we have a few highly qualified teams that can do this type of work, many more are needed, and they can be made available from the Coast Guard. In this paper he writes that maritime security response requires prolific, robust, all-weather, day-night, opposed boarding capabilities with highly discriminate use of force to respond immediately to real-time, all-source intelligence. Especially useful could be the Coast Guard experience and involvement in Foreign Internal Defense (FID) and the potential that Coast Guard SOF hold for augmenting USSOCOM's mission requirement in maritime environments around the globe.
