Transnational corporations move money and labor around the region, as national regulations are reworked to promote conditions benefiting private capital. Globalizing the Caribbean offers a probing account of the region’s experience of economic globalization while considering gendered and racialized social relations and the frequent exploitation of workers. Jeb Sprague focuses on the social and material nature of this new era in the history of world capitalism. He combines an historical overview of capitalism in the region with theoretical analysis backed by case studies. Sprague elaborates upon the role of class formation and the restructuring of local states. He considers both U.S. hegemony, and how various upsurges from below and crises occur. He examines the globalization of the cruise ship and mining businesses, looks at the growth of migrant labor and reverse flow of remittances, and describes the evolving role of export processing and supranational associations. In doing so, Sprague shows how transnationally oriented elites have come to rule the Caribbean, and how capitalist globalization in the region occurs alongside shifting political, institutional, and organizational dynamics.

It pushes the boundaries of how historians read silences in the archive, asking difficult questions about how self-censorship, anxiety, and shame have shaped the historical record. This eye-opening book illuminates one of the most sweeping and unexpected political transformations in contemporary Latin America. Based on more than fifteen years' experience in researching and writing about Venezuela, Javier Corrales and Michael Penfold have crafted a comprehensive account of how the Chávez regime has revamped the nation, with a particular focus on its political transformation. Throughout, they take issue with conventional explanations. First, they argue persuasively that liberal democracy as an institution was not to blame for the rise of chavismo. Second, they assert that the nation's economic ailments were not caused by neoliberalism. Instead they blame other factors, including a dependence on oil, which caused macroeconomic volatility; political party fragmentation, which triggered infighting; government mismanagement of the banking crisis, which led to more centralization of power; and the Asian crisis of 1997, which devastated Venezuela's economy at the same time that Chávez ran for president. It is perhaps on the role of oil that the authors take greatest issue with prevailing opinion. They do not dispute that dependence on oil can generate political and economic distortions—the "resource curse" or "paradox of plenty" arguments—but they counter that oil alone fails to explain Chávez's rise. Instead they single out a weak framework of checks and balances that allowed the executive branch to extract oil rents and distribute them to the populace. The real culprit behind Chávez's success, they write, was the asymmetry of political power.

In order to address this puzzle, it advances a theory about property rights systems in many less developed countries. In this theory, governments do not have to enforce property rights as a public good. Instead, they may enforce property rights selectively (as a private good), and share the resulting rents with the group of asset holders who are integrated into the government. Focusing on Mexico, this book explains how the property rights system was constructed during the Porfirio Díaz dictatorship (1876-1911) and then explores how this property rights system either survived, or was reconstructed. The result is an analytic economic history of Mexico under both stability and instability, and a generalizable framework about the interaction of political and economic institutions.

Book excerpt: High Tech and High Heels in the Global Economy is an ethnography of globalization positioned at the intersection between political economy and cultural studies. Carla Freeman’s fieldwork in Barbados grounds the processes of transnational capitalism—production, consumption, and the crafting of modern identities—in the lives of Afro-Caribbean women working in a new high-tech industry called “informatics.” It places gender at the center of transnational analysis, and local Caribbean culture and history at the center of global studies. Freeman examines the expansion of the global assembly line into the realm of computer-based work, and focuses specifically on the incorporation of young Barbadian women into these high-tech informatics jobs. As such, Caribbean women are seen as integral not simply to the workings of globalization but as helping to shape its very form. Through the enactment of “professionalism” in both appearances and labor practices, and by insisting that motherhood and work go hand in hand, they re-define the companies’ profile of “ideal” workers and create their own “pink-collar” identities. Through new modes of dress and imagemaking, the informatics workers seek to distinguish themselves from factory workers, and to achieve these new modes of consumption, they engage in a wide array of extra income earning activities. Freeman argues that for the new Barbadian pink-collar workers, the globalization of production cannot be viewed apart from the globalization of consumption. In doing so, she shows the connections between formal and informal economies, and challenges long-standing oppositions between first world consumers and third world producers, as well as white-collar and blue-collar labor. Written in a style that allows the voices of the pink-collar workers to demonstrate the simultaneous burdens and pleasures of their work, High Tech and High Heels in the Global Economy will appeal to scholars and students in a wide range of disciplines, including anthropology, cultural studies, sociology, women’s studies, political economy, and Caribbean studies, as well as labor and postcolonial studies.
