Book excerpt: In this book, Giovanni Molteni Tagliabue asserts that the realization of the values and the implementation of the objectives as indicated in democratic constitutions (political, social rights and the people’s welfare) are hindered by structural defects of the legislative/government architecture and processes. Expertise and science have scarce say in politics and policy. The author suggests an innovative view through the ‘REDemo Project’. 1. Rationalization: the insertion of public scientists into legislative/executive mechanisms, with the creation in each democracy of a National Scientific Assembly – parallel to the extant partypolitical Chamber of Representatives – consisting of academic experts and researchers (legal scholars, political analysts, economists, sociologists, land/urban planners, industry/infrastructure designers, biotechnologists, agronomists, ecologists, educationists, specialists on public health, on cultural heritage, etc.) elected by universal suffrage; 2. Extension: the broadening of the institutions of direct democracy and reinforcement of the electorate as decision-maker of last resort. So the main themes and objectives of the book are an examination of the major flaws in today’s democracies (pars destruens) and a proposal for a renewed institutional framework (pars construens).

Economic activity has improved on the back of strengthened external demand, allowing for a stronger-than-envisaged buildup in international reserves. Inflation and the exchange rate have stabilized. Near-term challenges arise from uncertainty related to the pandemic and the gradual global economic recovery supporting high commodity prices.

Available in PDF, EPUB and Kindle. Book excerpt: In Rationalizing Capitalist Democracy, S. M. Amadae tells the remarkable story of how rational choice theory rose from obscurity to become the intellectual bulwark of capitalist democracy. Amadae roots Rationalizing Capitalist Democracy in the turbulent post-World War II era, showing how rational choice theory grew out of the RAND Corporation's efforts to develop a "science" of military and policy decisionmaking. But while the first generation of rational choice theorists—William Riker, Kenneth Arrow, and James Buchanan—were committed to constructing a "scientific" approach to social science research, they were also deeply committed to defending American democracy from its Marxist critics. Amadae reveals not only how the ideological battles of the Cold War shaped their ideas but also how those ideas may today be undermining the very notion of individual liberty they were created to defend.

Available in PDF, EPUB and Kindle. Book excerpt: . Renewal of Life by Transmission. The most notable distinction between living and inanimate things is that the former maintain themselves by renewal. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Book excerpt: Considerable macroeconomic gains were achieved in 2021: the economic rebound was stronger than envisaged, driven by the non-extractive sector; CPI inflation declined to 5.3 percent year-on-year, accompanied by a stable exchange rate as the central bank stopped providing financing to the government; and an improved external position supported reserves accumulation. The 2021 fiscal outturn was also better-than-projected although domestic arrears accumulated. Despite excess liquidity, the banking sector faces vulnerabilities. The war in Ukraine is pushing up the cost of living and rising the fiscal costs associated with the fuel subsidy. Despite this and deteriorating global economic prospects, the outlook remains favorable and provides opportunities to consolidate macro stability and scale up structural reforms, though significant downside risks remain, and severe fragility persists.

Book excerpt: The Democratic Republic of the Congo (DRC) is a fragile state and vulnerable to recurrent shocks. Relations with the Fund have been quite active since early 2019, with a Staff Monitored Program (SMP) coupled with a Rapid Credit Facility (RCF) disbursement in December 2019 and a second RCF disbursement in April 2020 to respond to the COVID-19 crisis. Economic activity decelerated sharply in 2020 because of the crisis and reserves decreased to less than two weeks of imports. President Tshisekedi requested a three-year Extended Credit Facility (ECF) arrangement to support his medium-term reform program.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers an original contribution to the debate on contemporary democratic ethics. It argues that public culture provides the mediating spaces required for processes of encounter, but should be supplemented with an open dialog on history, memory, and identity. Since democratic modernity is consolidating its new phase characterized by the multiplicity of perspectives, the mediation of conflict, identity, and memory are required to continue fostering mutual understanding and the identification of issues of common concern. The historical emergence of a public culture is a democratic gain. Recognizing this offers opportunities for ethical transformation that respects diversity but also addresses the realities of conflict under conditions of post modernity.

Available in PDF, EPUB and Kindle. Book excerpt: This book connects the history and organization of the federal district courts to the emergence of a new technocratic form of justice. The centerpiece of this study is the clash between adjudication — the traditional model of dispute resolution — and the introduction of modern management techniques. From the perspective of the federal trial courts, the authors examine the tension between adjudication and administration. They show dramatic changes in the nature of judicial decision-making and the emergence of new forms of court organization. These changes signal a potential crisis of the judicial system, and Heydebrand and Seron provide insights into its nature and direction, and the immense structural forces underlying the administration of justice in America.

Available in PDF, EPUB and Kindle. Book excerpt: This engaging work tells the story of democracy through the perspective of tragic drama. It shows how the ancient tales of greatness and its loss point to the potential dangers of democracy then and now. Greek Tragedy dramatized a variety of stories, characters, and voices drawn from reality, especially from those marginalized by Athens's democracy. It brought up dissident figures through its multivocal form, disrupting the perception of an ordered reality. Today, this helps us grasp the reality of Athenian democracy, that is, a system steeped in patriarchy, slavery, warmongering, and xenophobia. The book reads through two renditions of Aeschylus' Suppliants as democratic texts for the twenty-first century, to show how such multivocal dramas actually address not only the pitfalls of our contemporary democracy, but also a range of environmental, security, socio-economic, and political dilemmas that afflict democratic politics today. Written in a very accessible manner, Greek Tragedy and Contemporary Democracy is a lively book that will appeal to any political science and international relations student interested in issues of democracy, governance, democratic peace, and democratic theory.

Available in PDF, EPUB and Kindle. Book excerpt: A leading philosopher of technology calls for the democratic coordination of technical rationality with everyday experience. The technologies, markets, and administrations of today's knowledge society are in crisis. We face recurring disasters in every domain: climate change, energy shortages, economic meltdown. The system is broken, despite everything the technocrats claim to know about science, technology, and economics. These problems are exacerbated by the fact that today powerful technologies have unforeseen effects that disrupt everyday life; the new masters of technology are not restrained by the lessons of experience, and accelerate change to the point where society is in constant turmoil. In Between Reason and Experience, leading philosopher of technology Andrew Feenberg makes a case for the interdependence of reason—scientific knowledge, technical rationality—and experience. Feenberg examines different aspects of the tangled relationship between technology and society from the perspective of critical theory of technology, an approach he has pioneered over the past twenty years. Feenberg points to two examples of democratic interventions into technology: the Internet (in which user initiative has influenced design) and the environmental movement (in which science coordinates with protest and policy). He examines methodological applications of critical theory of technology to the case of the French Minitel computing network and to the relationship between national culture and technology in Japan. Finally, Feenberg considers the philosophies of technology of Heidegger, Habermas, Latour, and Marcuse. The gradual extension of democracy into the technical sphere, Feenberg argues, is one of the great political transformations of our time.
