Programs were developed in relation to women’s maternal health and the protection of the girl child, but other actions point to an ambiguous and even contradictory approach that failed to address gender inequality. In Obligations and Omissions, contributors examine Canada’s equivocal – and diminished – role in working toward gender equality in the period between 2006 and 2015. Using a critical feminist lens to document, analyze, and challenge Canada’s relations with the Global South, chapters explore the extent to which matters of gender equality have been erased or exploited under the Harper government and the factors that explain these policy shifts. While the contributors document successes in Canada’s approach to some issues facing women and girls around the world, they also show many problems with the ways that agenda was framed and implemented under the Conservative government.. Book excerpt: As the world approaches the 2015 deadline for achieving the Millennium Development Goals (MDGs), which include a goal of reducing the proportion of hungry people by half, the 2010 Global Hunger Index (GHI) offers a useful multidimensional overview of global hunger. The 2010 GHI is the fifth in an annual series that records the state of global, regional, and national hunger. The 2010 GHI shows some improvement over the 1990 GHI, falling by almost one-quarter, but overall the index for hunger in the world remains at a level characterized as serious. The GHI captures three dimensions of hunger: insufficient availability of calories, shortfalls in the nutritional status of children, and child mortality. Accordingly, the Index includes the following three equally weighted indicators: the proportion of people who are undernourished, as estimated by the Food and Agriculture Organization of the United Nations (FAO); the prevalence of underweight in children under the age of five, as compiled by the World Health Organization (WHO); and the under-five mortality rate, as reported by the United Nations Children's Fund (UNICEF). The 2010 Index reflects data from 2003 to 2008, the most recent global data available on the three GHI components.

Book excerpt: Since 2000 and the implementation of China’s ‘going abroad’ policy, mainland Chinese state-owned and private companies have significantly increased their interests in the resources and investment opportunities of the Congo Basin, bringing new opportunities as well as potential social and environmental costs. This report is a synthesis of some main findings of preliminary scoping studies conducted by CIFOR and partners in Cameroon, Democratic Republic of Congo and Gabon. It focuses on how Chinese trade and investment in the forestry, mining and agricultural sectors might relate to effects on forests and forest-dependent communities in the region. All studies were conducted under the CIFOR project ‘Chinese trade and investment in Africa: Assessing and governing trade-offs to national economies, local livelihoods and forest ecosystems’, initiated in 2010. The scoping studies yielded useful results, including an increased understanding of the main trends in natural resources trade between the target countries and China, and the major land-based productive sectors targeted by Chinese investors. The studies also considered the role of national agencies tasked with promoting investment and overseeing corporate adherence to environmental and social requirements, and provided a better understanding of the informal processes surrounding investment and acquisition of land and other resources.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
