En dépit de l’ampleur des dispositions modifiées, les nouveaux outils ont été déployés et les instances créées ont pris leurs marques dans le paysage institutionnel. Après un début difficile, présagé par l’ensemble des acteurs en raison de la refonte du dispositif de financement, les circuits financiers sont désormais opérants. S’il est à ce stade trop tôt pour mesurer l’efficience des dispositifs créés ou rénovés, les auditions et les rencontres effectués par les rapporteurs ont toutefois mis en lumière l’appropriation croissante des enjeux de la formation par les individus, notamment concernant le compte personnel de formation (CPF), malgré la quasi absence de communication. les rapporteurs effectuent un bilan satisfaisant de la mise en application de la loi du 5 mars 2014. Les voies d’alternance, quant à elles, font l’objet d’un consensus quant à leur utilité et leur potentiel en termes d’emploi et d’expérience. Les rapporteurs insistent donc sur la nécessité de stabiliser leur cadre juridique et financier. Les rapporteurs invitent le législateur à identifier les principes fondamentaux qui régissent la formation professionnelle et l’apprentissage.Ces principes pourraient servir de prolégomènes à l’élaboration d’un code autonome de la formation professionnelle. Un tel code allégerait en outre d’autant le code du travail, et ferait donc œuvre de simplification.

We have experienced a taste of this scenario in the U.S. in the last decade with the new emphasis on de-institutionalization, but Denise Jodelet takes us to an extraordinary community in France where the mentally ill have assumed a visible and prominent role for more than seventy years. The small French town of Ainay-le-Ch�teau and its environs are the site of a "family colony" for men, established in 1900. Here the patients ("lodgers") live with ordinary families ("foster parents"), hold jobs, and are free to move about the countryside. Jodelet's chronicle of daily life in the colony is made rich and vivid by extensive ethnographic material as she unravels a complex set of relationships, ultimately finding that while some of the barriers between the "other" and the larger society have been overcome, new ones have arisen in their place.
