Les voies d’alternance, quant à elles, font l’objet d’un consensus quant à leur utilité et leur potentiel en termes d’emploi et d’expérience. Les rapporteurs insistent donc sur la nécessité de stabiliser leur cadre juridique et financier. Les rapporteurs invitent le législateur à identifier les principes fondamentaux qui régissent la formation professionnelle et l’apprentissage.Ces principes pourraient servir de prolégomènes à l’élaboration d’un code autonome de la formation professionnelle. Un tel code allégerait en outre d’autant le code du travail, et ferait donc œuvre de simplification.
