Ce rapport, couramment appelé (rapport Shapiro), recommandait d'apporter des changements considérables au système de formation des enseignants en Nouvelle-Écosse. Il recommandait, entre autres, de fermer le Nova Scotia Teacher's College et les programmes de formation des enseignants des universités Dalhousie et St. Mary's. Le choix du rapport était d'offrir un programme de baccalauréat en éducation (B.Éd.) de deux ans avec 60 heures-crédits aux universités Acadia, Mount Saint Vincent et Saint Francis Xavier, et un programme de B.Éd. à l'Université Sainte-Anne pour les étudiants francophones.
