Book excerpt: L'objet de cette thèse est l'élaboration d'un modèle logique de mesure du maintien des valeurs, ainsi que son opérationnalisation afin d'entreprendre l'évaluation de la performance des systèmes de santé. Le maintien des valeurs est l'une des quatre fonctions de la théorie de l'action sociale de T.Parsons permettant d'analyser les systèmes d'action. Les autres fonctions sont l'adaptation, la production et l'atteinte des buts. Cette théorie est la base du modèle EGIPSS (évaluation globale et intégrée de la performance des systèmes de santé), dans lequel cette thèse s'insère. La fonction étudiée correspond, dans l'oeuvre de T.Parsons, au sous-système culturel. Elle renvoie à l'intangible, soit à l'univers symbolique par lequel l'action prend son sens et les fonctions du système s'articulent. Le modèle logique de mesure du maintien des valeurs est structuré autour de deux concepts principaux, les valeurs individuelles et organisationnelles et la qualité de vie au travail. À travers les valeurs individuelles et organisationnelles, nous mesurons la hiérarchie et l'intensité des valeurs, ainsi que le niveau de concordance interindividuelle et le degré de congruence entre les valeurs individuelles et organisationnelles. La qualité de vie au travail est composée de plusieurs concepts permettant d'analyser et d'évaluer l'environnement de travail, le climat organisationnel, la satisfaction au travail, les réactions comportementales et l'état de santé des employés. La mesure de ces différents aspects a donné lieu à la conception de trois questionnaires et de trente indicateurs. Ma thèse présente, donc, chacun des concepts sélectionnés et leurs articulations, ainsi que les outils de mesure qui ont été construits afin d'évaluer la dimension du maintien des valeurs. Enfin, nous exposons un exemple d'opérationnalisation de ce modèle de mesure appliqué à deux hôpitaux dans la province du Mato Grosso du Sud au Brésil. Cette thèse se conclut par une réflexion sur l'utilisation de l'évaluation comme outil de gestion soutenant l'amélioration de la performance et l'imputabilité. Ce projet comportait un double enjeu. Tout d'abord, la conceptualisation de la dimension du maintien des valeurs à partir d'une littérature abondante, mais manquant d'intégration théorique, puis la création d'outils de mesure permettant de saisir autant les aspects objectifs que subjectifs des valeurs et de la qualité de vie au travail. En effet, on trouve dans la littérature de nombreuses disciplines et de multiples courants théoriques tels que la psychologie industrielle et organisationnelle, la sociologie, les sciences infirmières, les théories sur le comportement organisationnel, la théorie des organisations, qui ont conçu des modèles pour analyser et comprendre les perceptions, les attitudes et les comportements humains dans les organisations. Ainsi, l'intérêt scientifique de ce projet découle de la création d'un modèle dynamique et intégrateur offrant une synthèse des différents champs théoriques abordant la question de l'interaction entre les perceptions individuelles et collectives au travail, les conditions objectives de travail et leurs influences sur les attitudes et les comportements au travail. D'autre part, ce projet revêt un intérêt opérationnel puisqu'il vise à fournir aux décideurs du système de santé des connaissances et données concernant un aspect de la performance fortement négligé par la plupart des modèles internationaux d'évaluation de la performance.

Les ménages et les entreprises sont confrontés à des problèmes de fiabilité et les coûts d’accès et d’usage sont parmi les plus élevés au monde. Cette situation constitue une contrainte majeure pour l’activité économique, la pénétration des nouvelles technologies de l’information, la qualité du service publique et le bien-être social. L’essentiel des efforts visant à garantir la fiabilité du service et à optimiser les coûts s’est focalisé sur l’atténuation des problèmes liés à l’offre. L’offre se caractérise en effet par des investissements inadéquats dans l’entretien des infrastructures entrainant des pertes techniques et financières importantes. Les échanges inter-Etats en matière d’énergie, qui éventuellement pourraient réduire les coûts liés à l’offre demeurent très faibles. Au-delà de l’offre, les contraintes liées à la demande sont parfois beaucoup plus sévères. Alors que la volonté de souscrire au service reste assez faible dans la plupart des communautés, le niveau d’utilisation ne s’est considérablement pas amélioré pour les ménages connectés au réseau. Une croissance de la consommation de l’électricité pourrait dès lors stimuler de nouveaux investissements et progressivement palier au déficit d’accès. Comment y parvenir ? Le livre Accès à l’electricité en Afrique subsaharienne démontre la pertinence d’aborder cette problématique principalement sous l’angle de la pauvreté et du manque d’opportunités plutôt que dans la perspective d’un défi lié à l’accès à l’énergie. L’objectif principal est de permettre non seulement aux ménages et aux entreprises d’avoir un accès fiable à l’électricité et les moyens d’en utiliser, mais surtout de faire en sorte que les compagnies d’électricité puissent recouvrer les coûts de production et de faire du profit. La solution est un mix complexe de facteurs financiers, politiques et géographiques. Le livre recommande que les décideurs adoptent une approche plus globale en mettant l’accent sur les objectifs de développement de long-terme et en se focalisant sur l’usage productif. Cette approche nécessite d’accorder plus d’importance aux problèmes de fiabilité et de systématiquement penser aux facteurs complémentaires nécessaires pour faciliter la promotion des activités génératrices de revenus.

Book excerpt: The European Union (EU) has sought to establish itself as a global environmental leader but was hit by the combined effects of the economic and financial crisis from 2007-8 leading some to question whether the EU could continue to adopt ambitious environmental policy. This volume brings together leading environmental policy scholars to analyse the impacts of the crisis upon environmental policy in the EU and its member states. Authors analyse whether environmental policy has been dismantled, expanded or stayed the same. If policy has been dismantled, the kind of strategy adopted is analysed (active, symbolic, arena-shifting, or dismantling by default), and at what levels change has occurred. The Index of Policy Activity (IPA) is applied systematically across the cases, which combine quantitative with qualitative analysis. Non-European cases are also included to provide a counterpoint for comparison. The book finds that whilst the EU has not actively dismantled environmental policy, its economic policies have had negative effects upon some Member States, prompting policy dismantling. Climate and energy policies have seen some policy expansion but there are examples, most notably the UK, where there has also been active policy dismantling. The main trend is one of stasis - environmental policy in Europe is judged to have plateaued calling into question Europe's much-vaunted environmental leadership. The book contributes to scholarship on environmental policy and public administration, combining empirical and methodological insights to give an up to date perspective on the impact of crisis upon European environmental policy.
