As awareness of the magnitude, scope and consequences of the nation's graduation challenge grew in the past decade, many states and communities responded with a call to action and a diversity of attempts to increase graduation rates. Has this made a difference? How far do we still have to go to graduate all students from high school prepared for college, career, and civic life? This first data brief looks at progress in raising graduation rates in the nation and its 50 states. Book excerpt: Across the nation, urban school districts struggle to raise often abysmally low high school graduation rates. New York City, with a four-year graduation rate of 57 percent, is no exception. Yet, some high schools in New York, as elsewhere, succeed beyond expectations in bringing students with low academic skills and high needs to graduation in four years, followed by enrollment in college. This report describes a follow-up qualitative study, conducted in 2006 by the Annenberg Institute for School Reform, of a small group of New York City high schools that, according to 2001 data, were "beating the odds" in preparing low-performing ninth-grade students for timely high school graduation and college going. The thirteen schools included two long-established technical-vocational schools, nine small high schools created between 1993 and 1998, and two high schools created in the reconstitution of large, failing high schools. The study was inspired by students in the Urban Youth Collaborative, a citywide high school organizing group that works to improve college-going rates in their schools and communities. Institute staff designed interviews with administrators, counselors, and other relevant staff to understand how the thirteen high schools identified in the earlier study were able to beat the odds, and to suggest ways that the success of these schools could be maintained and scaled up. Book excerpt: The purpose of this study has been to identify how financial aid and other factors influence college graduation rates, and to make recommendations on policies that could be used to increase graduation rates at public colleges in California. I obtained data on all four-year public degree-granting colleges in the United States and used regression analysis to identify the factors that impact college graduation rates and measure the magnitude of the impact to determine which factors in my data set are the largest contributors to graduation rates. My regression analysis included financial aid factors (the percentage of students at a college receiving different forms of aid, average amounts received, and the percentage of financial aid dollars distributed to different income groups), college factors (selectivity, tuition and fees, total enrollment, remedial services, etc), student factors (percentage of students at the college in different age, race/ethnicity, and gender groups); and social factors, which are characteristics of the state in which the student resides (percentage in different age and race ethnicity categories, the percentage of individuals who own their home, percentage single parents, etc). While my initial intent was to focus primarily on financial aid factors, I found these variables to have a smaller impact on graduation rates than many of the other explanatory variables included in my model. After identifying the impact that these factors have on college graduation rates, I used my regression model to identify colleges that are doing much better than predicted (and those doing worse) at graduating students in six years, all factors held constant. I studied the top and bottom performing schools in the UC and CSU systems and identified things that the top colleges are doing to increase graduation rates that were not controlled for in my regression model. As I was studying the colleges, I looked at various types of support provided to students including financial support (financial aid) and also social and academic support services. I also looked at the mission and culture of the colleges doing well compared to those doing poorly. My study did not lead to specific recommendations on additional policy changes that should be made to California0́9s state financial aid programs and services to increase graduation rates. However, I found some differences in the information and resources provided to students regarding financial aid between the best and worst performing colleges. In my concluding chapter, I make recommendations on things that California's public colleges could do to increase graduation rates, both related and unrelated to financial aid. I also provide some general policy recommendations for the state that could be implemented to increase the percentage of students at public colleges in California that earn a bachelor's degree in six years.

Book excerpt: High school dropouts fare substantially worse than their peers on a wide variety of long-term economic outcomes. On average, a dropout earns less money, is more likely to be in jail, is less healthy, is less likely to be married, and is unhappier than a high school graduate. But despite this growing education gap, dropout rates have remained mostly unchanged over the past three decades. This problem disproportionately affects low-income and minority students: among these populations, nearly half of all individuals do not graduate with their class. This paper presents a plan to increase the high school graduation rate. A key element of the proposal is for all states to increase their minimum school-leaving age to eighteen. In many studies, this intervention has been found to have a significant positive impact on several long-term outcomes. The proposal also calls for more resources for enforcement of new and existing compulsory-schooling laws, to maximize the impact of the policy change. More effort is also needed to keep students engaged in school, even at an early age. If states invest in effective support programs, they can further increase graduation rates and reduce future costs of enforcing compulsory-schooling policies. All of these interventions should be implemented with the goal of strengthening America's primary education system to promote college attendance and improve career outcomes among America's youth.

Public schools have struggled to raise graduation rates to 100% and to make sure students are getting the best education possible. High school dropouts usually have a difficult time finding a full-time job and earn considerably less in their lifetime than graduates do. As adults, they tend to need assistance with housing, food, and other vital necessities. Dropouts also tend to commit more crimes and have a higher chance of being incarcerated during their adulthood. Low graduation rates are attributable to factors inherent to students' socioeconomic backgrounds, behaviors, and choices, as well as challenges faced by the public school districts. The factors predicting academic failure among high school students are dynamically intertwined and co-dependent. Many policies have passed and failed or not done enough to raise graduation rates to the ultimate goal of 100%. This proposed study intends to shed light on the factors that affect graduation rates in the Los Angeles Unified School District and finding ways to improve the strategies that are currently being used to monitor and raise graduation rates. This paper will propose a two-phase mixed methods approach via an emailed or mailed survey to administrators, parents, and students querying their knowledge and opinion on the factors that affect graduation rates at their schools. Suggested improvements to strategies to raise graduation rates that are currently in place will be the result of the study.

These twin goals constitute an urgent "dual agenda" of high standards and high graduation rates for all students. This report makes four recommendations, accompanied by specific action steps, about how the Commonwealth can build on current progress, and it calls on different stakeholder groups to act quickly to move the Commonwealth closer to achieving high college- and career-ready graduation rates. The report recommends: (1) Increase the number of students succeeding in MassCore and earning the certificate of mastery and certificate of occupational proficiency; (2) Identify students who are at risk of not graduating, and anchor high school accountability indicators to high school graduation and college-readiness rates; (3) Place a priority on and dedicate resources to state intervention in persistently low-performing schools; and (4) Open new schools designed to improve college-ready graduation rates for low-income, minority, and struggling students. Book excerpt: The University of Chicago Consortium on Chicago School Research (UChicago CCSR) builds the capacity for school reform by conducting research that identifies what matters for student success and school improvement. Since 2004, CCSR has tracked the postsecondary experiences of successive cohorts of Chicago Public Schools graduates and examined the relationship among high school preparation, support, college choice, and postsecondary outcomes. The goal of this research is to help policymakers and practitioners understand what it takes to improve the college outcomes for urban and other at-risk students who now overwhelmingly aspire to college. This second report in the "From High School to the Future" series looks beyond qualifications to examine where students encounter potholes on the road to college. The findings reveal that Chicago students at all levels of qualifications do not successfully navigate the daunting process of enrolling in four-year colleges and too often default to colleges for which they are overqualified. The study relies on qualitative and quantitative data for CPS seniors in 2005: student and teacher surveys, transcripts, college enrollment data reported by the National Student Clearinghouse, and student interviews. Consortium researchers spent nearly two years interviewing and tracking the academic progress of 105 students in three Chicago high schools. The ten case studies included in the "Potholes" study each highlight a student who struggled at a different point in the postsecondary planning process.
