Abstract: Abstract of Dissertation entitled "A Review of Sustainable Development for Railway in Hong Kong by Tsui Wai Tak for the degree of Master of Interdisciplinary Design (MIDM) at the University of Hong Kong in August 2006 Hong Kong is a world class city and centre for financial, trading and business with now nearly 700 million people in such a small place. Therefore, there will be many traffic demand generated by either the people living or working in this densely populated city. The transportation in Hong Kong must be sustainable enough to deal with traffic demand of different modes of transportation. The road based-transportations have found to be unsustainable, since there are too many traffic congestions and accidents. These all affect the efficiency of the productivity in Hong Kong, and the gases emitted from vehicles will increase the air pollution and green house effects. In view of the situation, the Government is now more relied on the use of railways as the backbone of passenger transport system. If one of the solutions leading to sustainable transportation is the better use of railway, we need to evaluate the railway performance in Hong Kong in terms of Sustainability by systematic approach. This dissertation will first review the theory of sustainability and follow by an overview of the development of railway in Hong Kong. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. With growing public awareness, it has become a must to apply the concept of sustainable development in transport planning in Hong Kong. Hong Kong, as the Asia's World City, is dependent on an efficient transport system for her growth. With limited space and huge population, it has been a great challenge to build a transport system that can support Hong Kong's rapid development. The Hong Kong Government accords priority to railway in Hong Kong's public transport system because railway is environmentally friendly and is an efficient mass carrier. Since 2002, a number of new railways have been commissioned. However, in view of the dispute among different stakeholders and apparent poor return on railway investment in recent cases, doubts have arisen on how our society should invest in future railway projects and how to apply the concept of sustainable development in railway development in Hong Kong. This study first examined the concept of sustainable development in the field of transport. It then tried to establish a framework for sustainable railway devleopment in cities like Hong Kong. The framework then applied to two case studies, namely, the KCR Sheung Shui to Lok Ma Chau Spur Line and the KCR West Rail (Phase I) for setting some pointers for Hong Kong's future railway development. The study discussed some challenges of developing Hong Kong's railway in a sustainable manner and tried to provide some solutions.
