McAdoo, president of the company which built the Hudson tunnels, was born near Marietta, Georgia, October 31, 1863. He is descended from a family which has been prominent in the public and military affairs of the South for nearly three centuries. Mr. McAdoo's father, William G. McAdoo, M.A., LL.D., was a judge; a soldier both in the Mexican and in the Civil Wars; for two terms District Attorney General of the State of Tennessee; and in his later years Professor of English and History in the University of Tennessee. The Civil War swept away his possessions, and William G. McAdoo, the son, was born and raised in poverty. Far from bewailing his fate, he looks back on the privation of his early life as a most fortunate circumstance. In a public address not long ago he said: "I was brought up in Georgia, in the path of General Sherman's famous march to the sea. As Henry Grady once remarked, 'General Sherman was a bit careless with fire, ' and for this reason, among other things, he has never been a popular man in Georgia. For myself, however, I feel that I owe General Sherman a debt of gratitude. I believe that character is produced and developed to the highest degree by hardships, sufferings and poverty. I have never doubted that whatever of character I have developed has been, in a large measure, due to the surroundings and conditions which General Sherman forced upon the people of our section during that great war." Mr. McAdoo entered the University of Tennessee but was forced to leave in his junior year in order to take a position as clerk in the United States Circuit Court. It is a fact, familiar to every agent of experience, that the station man is de pended upon by his superior oficers not merely for a proper knowledge and application of his company's rules, but, in addition, for information and for well advised opinions on a multitude of matters not covered by those rules; and the agent is well aware of the fact that his services are of value to his company very much in proportion as he is able to meet this additional de mand. Furthermore, in recent years, legislation regard ing railway matters has been such that the agent has been rendered in a measure independently responsible, so that it behooves him to become informed as to condi tions under which he is placed, not by his company in the first instance, but by federal and state laws. And, again, the public whom the railway serves looks to the agent as its chief informant and adviser in matters relating to the business of shipping and of traveling. In general, the tendency of circumstances a tendency that is undoubtedly increasing in strength is toward the necessity of the agent's being not merely a hired servant of his company but an all-round, intelligent, capable individual person. It is in accordance with, if not in consequence of, this tendency that schools have in recent years been established and are being established to fit men for the really intelligent understanding and performance of duties connected with railway service in general. The present work aims to contribute some thing towards meeting the demand involved in this tendency, so far as station service is concerned. The substance of the work was first made public in a short course of lectures delivered by invitation before the class in Railway Administration at Michigan University in the autumn of 1909; and it is the hope of the author that the work as here presented may be found of use to classes in railway administration in other institutions, as well as to railway agents in general, to shippers in some degree, and to the general student of railway matters. The matter of the book has been derived mostly through an experience of a dozen or more years on two leading lines of the West, no written work cover ing precisely the field of the book having fallen into the author's hands. For the faults almost inevitable in a first attempt of this sort the writer would ask a reasonable indulgence. In this monograph an attempt has been made to trace the franchise history of the street surface railways of Manhattan Island and to point out in connection there with so-me of the difficulties which will be met in any pro gram for municipalization. According to statistics pub lished in 1913 by the Public Service Commission of the First District of the State of New York, seven hundred and twenty-six railway companies have been organized to operate routes steam, surface, elevated, and subway within the present limits of Greater New York. Over four hundred and fifty of these are now extinct, about two hun dred of the remainder have lost their identity by merger, mortgage foreclosure, or change of name, and of the others, many are operating under lease or agreement. The follow ing investigation is limited to the surface railways of Man hattan and to those companies whose lines were consoli dated in forming the present street railway systems. No attempt has been made in this thesis to give a detailed ac count of the financial history of the street surface railways. Although it has been found necessary to make frequent reference to this exceedingly interesting phase of the life of the street railway corporations.
