The long term option in investing in high speed rail would transform and allow Britain to compete globally and for national economic prosperity. Such investment in faster and more convenient journeys between the major cities and international networks will achieve two objectives; supporting companies and wealth creators and also better connect communities. Further upgrades of existing lines can provide additional capacity but growth in demand looks set to outstrip the pace of this and is seen as a short term approach unable to meet long term challenges. The choice is not between building new lines or not but what type of new line to build and new lines only built to enable conventional speeds would certainly fail to reap the economic rewards offered by high speed. HS2 is also about enough capacity for passengers - those on crowded inter city trains will increasingly be forced to stand for long periods and for commuters who eventually will be unable to get on their trains at peak times. There are further benefits of increasing rail freight, getting lorries off roads and saving carbon. The Government is also committed to developing a national high speed rail network with the lowest feasible impacts on local communities and the natural environment. In response to the consultation process there have been changes - additional tunnelling and alignment of the route in a number of places. The Government wishes to see further engagement with local people as the project progresses and as further environmental assessment is undertaken. The Government wants to reassure people that the project is both affordable and can be delivered to time and budget

Book excerpt: Despite a decline in traditional rail freight markets (especially coal and steel), and loss of market share to other modes, the overall growth in freight in recent years has allowed rail freight to maintain its volume. The Commission has introduced three packages of directives to stimulate further growth in this market (the first should have been implemented in the 15 member states, the second is to be implemented by 2005, and the third is yet to be adopted). This report reviews the background to the packages, and offers a provisional analysis of their effect so far. The quality of service offered to customers of rail freight movement in Europe falls seriously short of standards required in a competitive environment. Liberalisation of the UK market since 1994 has, however, resulted in better performance and a growing market share for rail freight. The Committee has reservations about some parts of the third package of directives, particularly the proposal to require all train drivers to hold an international rail driving licence, and the proposal for compulsory compensation to rail freight customers for poor quality service. The report also examines problems with the Channel Tunnel, the only direct rail link between the UK and mainland Europe.

In this inquiry the Transport Committee assess the value of further investment to enhance Britain's railway network and - within the context of likely public spending reductions following the recession - to identify essential rail investment priorities for the future. Investment in rail enhancements can positively benefit the economy through reducing journey times, providing access to employment, contributing to the regeneration of local areas and, in the short-term, providing much-needed construction jobs. Failure to invest now to enhance the network, and to alleviate capacity constraints, will only damage the prosperity of the railways in the long term. The Committee believes the Government should continue to focus on enhancing the network, promoting integration of transport modes and reacting positively to proposals to develop new rail lines, or reopening old ones, serving communities with little or no access to the rail network. The report sets out which needs and schemes the Committee thinks should be considered high priorities in the medium to long-term.

In the Committee's view, while the Crossings, currently managed by Severn River Crossings Plc, bring many valuable benefits including reduced journey times and improved access to customers and suppliers, there is a perception that the high cost of the toll represents a barrier to business. The Committee found that much evidence about the toll's impact is anecdotal and recommends that empirical evidence should be gathered about the economic impact of the toll on both sides of the border. The report is also critical that the inflexibility of the Severn Crossings Act does not allow the toll to be reduced without the taxpayer bearing the cost and is disappointed that it has not proved possible for the Toll to be frozen for 2011. The report concludes that the end of the concession projected for 2017, provides an opportunity to re-examine the pricing policy for the Severn Crossings. The Committee argues that once the bridge returns to public ownership and its current debt is paid off, the cost of maintenance and toll operation will be a fraction of the current monies raised by the toll charges and concludes that there is a strong case for significantly reducing the cost of the toll.
