Abstract: Abstract of dissertation entitled "Rail-based Cross-border Passenger Traffic between Hong Kong and the Mainland" Submitted by Kung Wai Hung, Nebon For the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in August 2004 This dissertation is based on the notion that the railway has been, and will continue to be the most important mode of transport for cross-border passenger traffic between Hong Kong and the Mainland China. This basic notion is supported by the following observations: - a. Historically, the Kowloon Canton Railway (East Rail) has been the only means of transport providing direct connection between the two main cities, Hong Kong and Guangzhou, in the Pearl River Delta Region. Though the train service had ceased its operation in 1949, it was re-introduced in 1979 after China adopted the Open Door Policy. Since its re-introduction, there has been tremendous increase in the volume of the rail passengers. b. China's Open Door Policy in early 1980's has been a tremendous force in bringing about the economic integration of Hong Kong with the Mainland. This is the main impetus for cross-border travel for different business trips. A review of the different stages of the cross-border traffic growth has shown a strong relationship between the demographic, economic, political and social development in China, especially in the Pearl River Delta. c. The Mainland's policy in the development of the PRD has driven major infrastructure development in the region. The railway system has expanded greatly and the service standards enhanced. As a mass carrier, the railway has occupied the largest market share in the total cross-border transport market. d. The continuing development of the PRD and social-economic integration of Hong Kong and the Mainland will lead to further growth in the cross-border transport. Therefore, the railways will maintain its role in meeting the continuing growth is clear and imminent. In the cross-border transport market, there are many other developments. Recently, the government's policies on cross-border transport seem to be 'mixed'. On one hand, there are major investments in the road and rail-based infrastructures to provide the much needed services. On the other hand, the coordination of the different modes seems weak. This can be seen from the dissatisfactions of the travelling public on the services provided and the constant changes made, as well the complaints by the different stakeholders for the yellow bus, taxi, direct coach operators...etc. The paper reviews the increasing supply and competition of different transport modes (rail, road, water and air) to the cross-border passenger traffic with focus on the land-based crossing transport modes (rail and road). iiThe paper would address what should be the appropriate cross-border transport policy. The findings of the SWOT analysis conducted as part of the study have helped to position the railway in future markets. At the same time, a review and analysis of the government's policies on cross-border transport has highlight the key issues in plan and policy formulation that would affect the future development. Abstract: Abstract of thesis entitled "The Competition between Rail and Road on Cross-boundary Traffic" Submitted by Tsui Wing Shuen for the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in June 2004 Because of stronger socio-economic ties with the Mainland and to ensure Hong Kong's competitiveness in the long run, this thesis will concentrate on the current inadequacy of border checkpoints and future trends in transportation planning and development. Most of the inadequacies are due to an explosion of passenger and vehicular traffic crossing the border at various checkpoints everyday, an effect of Closer Economic Partnership Agreement (CEPA) and the "Solo Travel Scheme" initiated by the Chinese government last year. Future trends are to include redesigning existing checkpoints and opening up competition to various forms of transportation providers. Currently, the major carrier of passengers to Mainland China from Hong Kong is the Kowloon-Canton Railway. A 'SWOT analysis' was carried out to identify the strengths, weakness, opportunities, and threats to the KCRC. To further aid in predicting the future trends of the cross boundary market share between railway and road, a survey was conducted to find decisive variables in the preferences of the commuters. Though not a full-scale case study, the study has recognized some possible attributes that will likely affect cross-boundary travelers' behaviours in choosing between rail and road transport by applying a multiple linear regression model. With those attributes being identified, an overview of qualitative and quantitative analysis of the competitiveness of different transportation modes at different cross-boundary control points is reviewed. The transformation of the railway monopoly in the cross-boundary market to an open market for competition is described and explained in a theoretical framework. From this, a model for the evaluation of the transformation's impact on cross-boundary transportation industry is developed. The hope is that the study can be used by the government in its future planning and expansion of cross boundary traffic. With traffic congestion continuing to grow at an exponential rate, a well-planned road and rail system is needed for the long-term sustainable growth of Hong Kong and the Pearl River Delta Region. Indeed, there is room for both road and railway providers to acquire a share of the market. However, each transportation service provider will have to revolutionize the cross-boundary transportation market so as to tailor to the individual needs of the travelers, resulting in the largest welfare gains to society. Abstract: Abstract of thesis entitled "Possibility of the Development of High Speed Train between Hong Kong and Mainland China" Submitted by Wong Wing Sum Angela for the Degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2005 Cross boundary passenger and freight traffic is forecast to increase significantly in the years ahead as Hong Kong's economy becomes even more closely interconnected with that of the Mainland, particularly the adjoining Guangdong Province. According to the Railway Development Strategy 2000 (RDS-2), the Regional Express Line (REL) was recommended and mapped out as one of the preferred railway network expansion plan. The REL is an express rail service which will link the urban area with the Boundary. In this thesis, the possibility of the development of high speed train between Hong Kong and Mainland China is discussed. It only focuses on the development and the possible routing on the Hong Kong side. A detailed discussion of the reasons that prompt the Hong Kong Government to look into the feasibility of development a High Speed Cross-boundary Railway System. I realize that there are lots of factors that favor the undertaking of this project, however, in the thesis, I only focus on a number of selected reasons that I feel are the most significant. To support my stand for the developing the railway, I have done a study of the boundary traffic growth pattern of Hong Kong in the past 10 years and the forecast of future passenger flows between the boundaries. The study of growth pattern indicates that there is a real demand for a railway line. Furthermore, I would give quotations and other supporting evidence that this railway project is very in line with the government policy and the economic development of the region. After we have identified the aspects that support the development of a railway network, our next step will be to decide on the most appropriate route for the railway network. Comparisons of the two routings were made based on the different criteria such as accessibility, development potential, engineering, level of service, planning environment etc. I would like to conclude that as long as we are within budget, the difference in engineering technique required in the project would not be too much a problem. Environmental impact would also be minimized through proper supervision by the authority. After dismissing these two criteria, the "development potential," which I feel is the most influential. This is one aspect that can dictate facets like accessibility, total rail ridership and value for money. However, if other criteria are to be considered as well, the outcome maybe different, for example, Mainland China development plan, Hong Kong government policy like the selection of spatial development pattern for future development.
