Book excerpt: This document presents some key results from a CSIRO research project undertaken for Environment Australia to examine policy implications of greenhouse gas targets. The background to this work is: the observed increase in atmospheric CO2 over the industrial period; scientific assessments that this will cause significant climate change; the United Nations Framework Convention on Climate Change (FCCC), and the annual Conferences of parties (of the FCCC) in Berlin 1995, Geneva 1996 and Kyoto 1997. The aim of the project was to provide information for policymakers in the period prior to the Third Conference of Parties in Kyoto in December 1997, and prior to the release of IPCC Technical Paper 4. The present report summarizes the material that was produced by the CSIRO project, and updates the description with relevant references to Technical Paper 4, and the new context defined by the Kyoto Protocol. Additional information is given on the attribution of concentrations and radiative forcing, giving the partitioning of emissions between various groups of nations.

Book excerpt: Following the rapid developments in the UV-B measurement techniques and the rapidly growing research in the field in the late 80's and early 90's, we organized a large gathering of distinguished experts in a NATO Advanced Study Institute, held in Halkidiki, Greece on October, 2-11. 1995. The Institute was organized so as to include state of the art lectures on most aspects of solar ultraviolet radiation and its effects. This was achieved by extended lectures and discussions given in five sessions by 27 lecturers and a demonstration of filed measurements and calibration techniques at the end of the Institute. The ASI began with the sun and fundamentals on solar radiative emissions and their variability in time and continued with the interaction of solar Ultraviolet with the atmosphere through the complex scattering processes and photochemical reactions involved. Particular emphasis was given to changes in atmospheric composition imposed by different manifestations of the solar activity cycle. as well as on the modelling of radiative transfer through the atmosphere and the ocean under variable environmental conditions. Overviews on the ozone issue. its monitoring and variability were extensively discussed with emphasis on the observed acceleration of ozone decline in the early 90's. This acceleration had as a consequence, significant increases in UV-B radiation observed at a few world-wide distributed stations.

Firstly, the Framework Convention on Climate Change and, more recently, the Kyoto Protocol, have drawn the attention of policy makers and others to the importance of biomass burning in relation to atmospheric carbon dioxide concentrations. Secondly, the use of prescribed fires has become a major management tool in some countries; with for example the area with fuel treatments (which include prescribed burns and mechanical treatments) having increased on US National Forest System lands from 123,000 ha in 1985 to 677,000 ha in 1998. Thirdly, large numbers of forest fires in Indonesia, Brazil, Australia and elsewhere in 1997 and 1998 received unprecedented media attention. Consequently, it is appropriate that one of the Wengen Workshops on Global Change Research be devoted to the relationships between biomass burning and climate. This volume includes many of the papers presented at the workshop, but is also intended to act as a contribution to the state of knowledge on the int- relationships between biomass burning and climate change.
